الحماية الجزائية المقررة في عمالة الأطفال Год публикации: 2022 Автор: Aitbenamer Ghania Организация-автор: University of Mostaghanem Central إن عمل الأطفال بمفهومه السلبي هو العمل الذي يضع أعباء ثقيلة على الطفل ويستغله اقتصادياً مما يؤدي إلى تهديد سلامته وصحته ورفاهيته. فتعتبر ظاهرة عمل الأطفال ظاهرة عالمية بدأت تنتشر وتتوسع في الآونة الأخيرة وتترك آثاراً سلبية تنعكس على الطفل بشكل خاص، وعلى الأسرة والمجتمع بشكل عام. فالمجتمعات في جميع أنحاء العالم تعاني من انتشار ظاهرة تشغيل الأطفال التي تسمّى بظاهرة عمالة الأطفال، مما دفع بالمجتمع الدولي للتدخل من خلال عدة منظمات و هيئات دولية لتنظيم عمل الأطفال. ونظرا لحرص الجزائر على محاربة ظاهرة عمالة الأطفال و الوقاية منها صادقت على اتفاقية منظمة العمل الدولية ، و كذا اتفاقية الأمم المتحدة حول حقوق الطفل و اتخذت مجموعة من الإجراءات لتجسيد محتوى تلك الاتفاقيات و كرستها في منظومتها القانونية لمنع كل أشكال تشغيل الأطفال ما لم يحظ تشغيلهم بتأطير قانوني يحدد الشروط التي يجب أن يحيط تشغيلهم،حيث أولى المشرع الجزائري فئة الأطفال العمال عناية خاصة، من حيث تحديد سن العمل و التمهين، مرورا بمنع تشغيلهم في ظروف غير لائقة ،فضلا عن تقرير عقوبات على مخالفة الأحكام و الضوابط الخاصة بعمالة الأطفال. The Penal Protection Established for Child Labor Год публикации: 2022 Автор: Aitbenamer Ghania Организация-автор: University of Mostaghanem Central This study aims to clarify the important of the development of human resources in its various dimensions for companies specially the Algerian ones, by providing human resources with knowledge, skills and experience and improving their behavior, which help them to do their work and develop their performance, then provide an added value to the company where they work, This study focused on the reality of the application of the various dimensions of human resources development (training, learning, empowerment, career development) in the Eastern Company of Electricity and Gas Distribution – Unit of Tebessa. In order to answer the problem posed and to test the main hypothesis, the quantitative approach was adopted through a questionnaire that was distributed to a simple random sample of 234 employees of the company, representing 47.17% of the total population of the study. The collected data was analyzed using the Spss V25 program, The study concluded that the level of application of human resources development in its various dimensions in the Eastern Company of Electricity and Gas Distribution – Unit of Tebessa is good, although there is a discrepancy in the application of these dimensions, which ranged between high and medium. 
在融合的、学习友好的课堂进行积极管教 Год публикации: 2022 Автор: 联合国教科文组织亚太教育局 在许多国家，儿童在学校遭受体罚很常见，这是一种对儿童的虐待。体罚是针对儿童的蓄意暴力，也是一种广泛存在的现象。在大多数国家，殴打儿童的教师仍然可以获得法律辩护。但是长远地看，尚无证据表明体罚是有效的，而且体罚可能导致儿童羞愧、内疚、焦虑、好斗、缺乏独立性、不在乎他人，进而给老师、看护人和其他儿童带来更严重的问题。体罚持续存在的一个主要原因是教师不理解体罚有别于“管教”，体罚是为了阻止儿童的某些行为，而积极管教是让儿童学习新的、正确的行为，同时不必担心遭受暴力。另一个主要原因是，教师没有学习到儿童行为不当的原因，以及如何根据这些行为对他们进行积极管教。很多时候，当儿童感到需求没有得到满足时（例如想得到关注），他们就可能会行为不当。儿童的不当行为给教师带来挫败感，而教师又缺乏处理的技巧，进而导致一些教师诉诸暴力，对儿童进行体罚或在情感上施以侮辱性的惩罚。这份教师与师训工作者指南，充实完善了联合国教科文组织出版物《拥抱多元化：创建融合的、学习友好的的环境工具包》（ILFE 工具包）（Embracing Diversity: A Toolkit for Creating Inclusive, Learning-Friendly Environments，简称ILFE Toolkit）。这本专题手册旨在帮助教师、学校行政人员和教育官员采取积极、主动的非暴力方式应对学生的不当行为，在课堂上有效地管理学生。手册介绍了多种积极管教的具体工具，可用于代替鞭打、打屁股、掐捏、威胁、劝诱、收买、吼叫、指使、辱骂、强迫劳动等惩罚方式及其他更具侮辱性的做法。 
South-Eastern Europe regional synthesis: climate change, displacement and the right to education Год публикации: 2023 Организация-автор: UNESCO In 2021 alone, 23.7 million people were displaced in 137 countries and territories due to natural disasters, which the scientific community has recognized have become more frequent and intense due to climate change. Climate change and displacement is currently taking place in Europe, with particularly disastrous consequences in South-Eastern Europe due to regional specificities. Comparative country case studies were carried out in Bosnia and Herzegovina, the Republic of Moldova, and Serbia, as they exemplify clear, present patterns of climate displacement, to examine the impacts of climate change on the right to education in the region. The case studies show that climate change directly threatens education through the destruction of schools and property. It also indirectly puts learning in peril by leading people across borders where their legal residency nor right to education is ensured. This publication aims to guide policy-makers by providing recommendations on how to ensure the protection of the right to education in South-Eastern Europe in the face of climate change and displacement. It is one of four regional reports that will lead to the development of a global report providing global policy guidance.

However, its effect on human mobility is just coming to the forefront of the political discussion. In 2020 alone, 30.7 million people globally were displaced by natural disasters. Central America and the Caribbean region is prone to the effects of climate change and displacement due to its socioeconomic characteristics and geographic location. Country case studies were carried out in the Bahamas, Cuba, the Dominican Republic, Guatemala, and Jamaica to examine the impacts on the right to education in the region. The research shows that climate change directly threatens education through the destruction of schools and property. It also leads people across borders where their legal residency and right to education are not guaranteed. This report aims to guide policy-makers on how to ensure education is protected in the face of climate change and displacement. The report is one of four being developed and will contribute to UNESCO’s global initiative on climate change, displacement and the right to education. It will inform the development of a Global Report with policy recommendations.

Ensemble Contre la Peine de Mort (ECPM) presents in this report the state of the death penalty worldwide for LGBTQIA+ people. The report questions the links between gender, sexual orientation and the death penalty, exploring the discrimination suffered by people belonging to sexual minorities from a legal angle.This publication enables the general public to analyze the complex legislation of countries applying the death penalty for consented sexual relations between people of the same sex, which take on historical, religious or morality-based particularities imposed by the government in power.

Cartoonothèque Организация-автор: Cartooning for Peace Grâce à la contribution quotidienne de ses 280 membres dessinateurs de presse, originaires de 74 pays à travers le monde, Cartooning for Peace dispose d’une remarquable collection de dessins de presse qui offre une pluralité de perspectives sur les événements internationaux au fil des années.Les 10 galeries thématiques présentent un petit échantillon de cette « cartoonothèque » qui permet à l’association de créer ses expositions, ses outils pédagogiques et de fournir ses partenaires médias, mettant ainsi le dessin de presse à la disposition d’une diversité de publics (grand public, institutions, élèves et étudiants, jeunes sous main de justice, prisonniers, professionnels de l’éducation, journalistes, dessinateurs, etc). Thanks to the daily contribution of its 280 member press cartoonists, from 74 countries around the world, Cartooning for Peace has a remarkable collection of press cartoons that offers a plurality of perspectives on international events over the years.The 10 thematic galleries below present a small sample of this “cartoon library” which allows the organisation to create its exhibitions, its educational tools and to provide its media partners, making press cartoons available for a diversity of audiences (general public, institutions, pupils and students, young people in custody, prisoners, education professionals, journalists, cartoonists etc). 
Les transformations des droits sociaux dans la globalisation Год публикации: 2019 Автор: Jérôme Porta Организация-автор: La Revue des Droits de l'Homme La globalisation des droits se manifeste par des phénomènes souvent décrits en termes de circulation ou transfert de droits. Parmi ces phénomènes, il en est un dont l’importance paraît croissante en matière sociale. Il s’agit du dépôt de droits sociaux sur des supports n’ayant pas pour objet de réglementer les rapports de travail, mais, d’encadrer les échanges commerciaux, de réguler la production de biens ou de produits, de promouvoir certaines politiques sociales ou encore de coordonner des politiques publiques nationales. Les clauses sociales présentes de manière croissante dans les accords de libre-échange ou l’adossement du socle européen des droits sociaux à un tableau d’indicateurs en sont des illustrations. Ces pratiques d’inclusion des droits du travailleur au sein de support économique, technique ou politique ne font pas véritablement objet d’attention pour elles-mêmes et sont trop souvent interprétés à partir de la normativité juridique. Cette extension de l’analyse juridique à de tels objets aboutit à ne commenter ces instruments qu’en terme d’écart au droit : ces droits sont-ils objets de sanction efficace ? Peuvent-ils être justiciables et invoqués devant un juge ? Ces préoccupations laissent dans l’ombre une question plus fondamentale, celle du changement qu’opère le passage d’une forme normative à une autre. Ces hybridations impliquent en effet une traduction, mieux une transformation. Tel est l’objet de la présente contribution. The globalization of rights is manifested by phenomena often described as the circulation or transfer of rights. Among these phenomena, there is one category, whose importance seems to be growing in international and european social matters. It is manifested by the filing of social rights on instruments not intended to regulate labour relations, but to regulate international trade, regulate the production of goods or products, promote certain social policies or even coordinate national public policies. The social clauses increasingly present in free trade agreements or the linking of the European social rights Pillar to a scoreboard of indicators are examples among many others of this. These practices of including workers' rights in economic, technical or political support do not really attract attention for themselves and are too often interpreted on the basis of legal normativity. This extension of the legal analysis to such objects leads to commenting on these instruments only in terms of deviation from the law : are these rights subject to effective sanctions ? Can they be justiciable and invoked before a judge ? These concerns leave a more fundamental question in the shadows, that of the changes brought about by the passage from one normative form to another. These hybridizations imply a translation, better a transformation. This is the purpose of this contribution to descriptib such a process and its implications.
