This third document presents a lucid assessment of the challenges confronting education today.Faced with the rapid changes in our environment, a change of direction is needed. We need to devote more importance to ecology; to provide students with the critical tools to detect misinformation, prejudices, and preconceived ideas; to strengthen teamwork, and to improve the professionalization of teachers. Beyond these imperatives, we must also rethink the multiple interdependencies, the links between generations and between cultures, and our relationship with living beings, to establish a new social contract for education. 2nd Global Capacity-Building Workshop on GCED: Final Report Год публикации: 2017 Организация-автор: APCEIU This report provides an overview of the activities and outcomes of the 2nd Global Capacity-Building Workshop on GCED held in Seoul, Republic of Korea from 4 - 15 September, 2017. APCEIU organized the 2nd Global Capacity-Building Workshop on GCED in order to contribute to achieving the Sustainable Development Goals (SDGs) target 4.7 by enhancing the capacity of teacher educators and trainers in implementing GCED. This 2-week workshop provided participants opportunities to better understand the concept and internalize the pedagogical principles of GCED, while engaging in meaningful dialogues and sharing experiences with educators from different countries, cultures and contexts, and developing their own action plans. Among others, a citizen is due to pay taxes in order to contribute financially to the social contract. However, many of them avoid taxes, and globalization has worsened this phenomenon. For long, the states could criticize and fight against such practices on the basis of the concept of citizenship. However, the development of a so-called “world citizenship” (a concept that needs to be explored) has rendered that task more difficult for the states. This article is based on an analysis of the concept of citizenship as well as a sociological survey among thirty-five individuals of the economic elite. En s’appuyant sur une connaissance intime du sujet par l’auteur qui a mené une première carrière de fiscaliste international, sur des apports théoriques sur la citoyenneté et sur une enquête sociologique auprès de trente-cinq individus appartenant à l’élite économique mondiale, cet article analyse le cercle vicieux qui mine l’un des piliers des démocraties modernes qu’est le consentement à l’impôt.

In this work, a complex and multidimensional theoretical framework is presented that analyzes the process of educational change required to implement an education for global citizenship from five perspectives: cultural, psychological, institutional, professional and political.
