Education Sector Analysis: Methodological Guidelines (Vol. 3) Год публикации: 2021 Организация-автор: UNESCO International Institute for Educational Planning (IIEP) | United Nations Children's Fund (UNICEF) | Global Partnership for Education (GPE) | Foreign, Commonwealth & Development Office (UK) This present volume is the third in a series of education sector analysis (ESA) guidelines following two volumes published in 2014. The series provides methodologies and applied examples for diagnosing education systems and informing national education policies and plans. This volume proposes guidelines to strengthen national capacities in analyzing education systems in four areas: inclusive education system for children with disabilities, risk analysis for resilient education systems, functioning and effectiveness of the educational administration, and stakeholder mapping and problem-driven analysis (governance and political economy).

Cet état des lieux décrit les dispositifs de ces cinq pays au service de la population pour accéder non seulement aux outils numériques mais surtout aux compétences qui vont permettre à toute personne de se servir du numérique.

This report describes the systems in these five countries that provide the population with access not only to digital tools but also to the skills that will enable everyone to use digital technology.

IIEP Pôle de Dakar Strengthening the resilience of education systems through planning that is adapted for crisis situations is a priority for IIEP. Together with our main partners, the institute has developed strategic orientations and tools dedicated to educational planning that is adapted to crisis situations. Based on our experience on this theme in Africa, we are also working with UNICEF to develop a new methodology to analyse risks and vulnerabilities. Mitigating the impact of crises calls for strengthening relationships with partners. Planning adapted to vulnerabilities should facilitate dialogue between development and humanitarian actors so that intervention plans are coordinated and aligned with government priorities. A dollar invested in risk reduction could save up to seven dollars in rebuilding costs. Taking the risks into account in the analysis and planning of education systems is therefore a wise investment.
