Le terme «éducation aux droits de l'homme» est souvent utilisé dans cette ressource dans un sens plus large, pour inclure également l'éducation à la citoyenneté démocratique et l'éducation pour le respect et la compréhension mutuelle, qui sont toutes basées sur les normes des droits humains internationalement convenus. L'éducation pour le respect et la compréhension mutuelle met en évidence le respect de soi, respect des autres, et l'amélioration des relations entre les gens de différentes traditions culturelles. It can be adapted to different educational contexts, and country specific policy and practice needs. It is not prescriptive, but provides guidelines and starting points for reviewing education policy and practice using an ESD perspective. ESD Lens Review Tools are provided for planning, for building knowledge of ESD, for reviewing national policy and the aims of education, for reviewing quality learning outcomes, and for reviewing more specific and detailed aspects of the education system such as curriculum, learning materials, assessment and teacher education. The tool is flexible and can be used at different levels of the system.Some of the tools are more suited to policy-makers, while others can be used by teachers and principals in schools. Ideally they should all be used to ensure a more systemic re-orientation of the education system in a country, province, region or district.The pilot testing of the ESD Lens showed that it helps to build synergy for understanding and implementing ESD at national level and at sub-regional levels. It investigated student knowledge and understanding of civics and citizenship as well as student attitudes, perceptions, and activities related to civics and citizenship. It also examined differences among countries in relation to these outcomes of civic and citizenship education, and it explored how differences among countries relate to student characteristics, school and community contexts, and national characteristics. ICCS considered six research questions concerned with the following:1. Variations in civic knowledge;2. Changes in content knowledge since 1999;3. Student interest in engaging in public and political life and their disposition to do so;4. Perceptions of threats to civil society;5. Features of education systems, schools, and classrooms related to civic and citizenship education; and6. Aspects of student background related to the outcomes of civic and citizenship education.ICCS gathered data from more than 140,000 Grade 8 (or equivalent) students in over 5,300 schools from 38 countries. These student data were augmented by data from more than 62,000 teachers in those schools and by contextual data collected from school principals and the study’s national research centers. Different approaches to provision of civic and citizenship education were evident in the ICCS countries. These approaches included having a specific subject, integrating relevant content into other subjects, and including content as a cross-curricular theme. Twenty-one of the 38 countries in ICCS included a specific subject concerned with civic and citizenship education in their curriculum. Civic and citizenship education covered a wide range of topics, including knowledge and understanding of political institutions and concepts, such as human rights, as well as newer topics covering social and community cohesion, diversity, the environment, communications, and global society. Since then, the development of an education sector plan (ESP) has become a priority in many countries. ESPs present the policies and strategies for national education reform, and are a powerful tool for coordinating partners and for mobilizing additional domestic and external resources. They have become a critical instrument for governments to signal to all potential investors that their education policies are credible, sustainable, and worthy of investment.The consensus on the need for credible ESPs is strong. However, what does a credible plan require in terms of government leadership, knowledge and data, institutional and human capacities, and dialogue among the education stakeholders? What are the criteria that establish the credibility of a plan? The purpose of these guidelines is to assist education stakeholders in appraising the soundness, relevance, and coherence that form the credibility of ESPs. The primary objective of an appraisal report is to support the finalization of a credible ESP. It provides a fair review of the ESP strengths and areas in need of improvement before the endorsement by partners which signifies their commitment to support the implementation of the ESP. These guidelines are meant to be adapted to national contexts and needs. The stakeholders should discuss the scope and the methodology of the appraisal to be used, and develop a common vision of the whole process. The appraisal process should be participatory, and grounded in the political and technical dialogue for ESP development. It should involve consultations, interviews with key stakeholders, and field visits, in addition to a desk review of the ESP and any other relevant documents. It is good practice to organize a validation workshop of the appraisal report’s findings, conclusions, and recommendations to feed into the ESP finalization. Specifi c guidelines are being prepared. However references to fragile contexts or vulnerability situations are streamlined in these guidelines. These guidelines are not exhaustive. They should be adapted to country contexts and needs. They present an overview of sector analysis, consultative processes, policy reform, strategy development, plan implementation, and monitoring. They do not replace technical manuals on specific tools and methodologies that are used at the various steps of the development of a plan.
