Why Climate Change Matters for Human Security 出版年份: 2022 作者: Janani Vivekananda 机构作者: United Nations University | United Nations Environment Programme (UNEP) This paper outlines the state of knowledge regarding security risks related to climate change, synthesizing the existing scientific evidence to set out five broad pathways of risk. Climate change itself is rarely a direct cause of conflict. Yet, there is ample evidence that its effects exacerbate important drivers and contextual factors of conflict and fragility, thereby challenging the stability of states and societies. Climate change impacts such as coral bleaching, diversity loss, and erratic rainfall can stress livelihoods and drive displacement, increase resource conflicts, and challenge the security and stability of people and states worldwide. Managing these security risks requires action across the entire impact chain: work to mitigate climate change; reducing its consequences on ecosystems; adapting socioeconomic systems; better management of climate-induced heightened resource competition; and strengthening governance and conflict management institutions. And every dimension of the response must be conflict-sensitive and climate proof. Without the right responses, climate change will mean more fragility, less peace and less security. But this paper sets out illustrative examples of how, with a greater understanding of how climate change interacts with social, political, economic and environmental drivers of conflict and fragility, we will be better placed to make the kind of risk-informed decisions is integral to achieving international peace and security.

Climate change is increasing the frequency and intensity of extreme weather events such as cyclones, floods, droughts, heatwaves and wildfires. These extreme weather events are in turn disrupting schooling; precipitating learning losses, dropouts, and long-term impacts. Even if the most drastic climate mitigation strategies were implemented, extreme weather events will continue to have detrimental impacts on education outcomes.

Rapid and radical transformation at all levels and in many aspects of our life is required, with education as a central and powerful means to support the adaptation and strengthening of the resilience of learners and societies. It is also important to ensure that education systems become more resilient to climate change to create safe and climate-proof schools. Building off of the knowledge and practice accumulated in Education for Sustainable Development (ESD), a new Greening Education Partnership aims to deliver strong, coordinated and comprehensive action which will prepare every learner to acquire the knowledge, skills, values, and attitudes to tackle climate change and to promote sustainable development.

Embracing the use of cuttingedge technology, such as AI-driven customer management and smart analysis of energy consumption, can help mitigate these impacts and foster green, sustainable solutions. As digitalization and sustainability redefine the industry, traditional job roles are undergoing continuous transformation, impacting the day-to-day tasks and activities of workers. The integration of emerging green and digital competencies into TVET is crucial for steering this transformation. By equipping workers with relevant qualifications and competencies, TVET holds the key to a greener and digitally driven sector. This publication proposes approaches to facilitate the dual transition in hospitality and tourism, structured around the identification of emerging green and digital competencies in a timely manner, their integration into future-oriented curricula, and their effective implementation in TVET. Drawing on practical examples from Africa, Asia-Pacific and Europe, it offers actionable recommendations for policymakers and practitioners. TVET stakeholders from across the globe are invited to embrace innovation and engage in the transfer of knowledge and good practices to unlock the sector’s potential for a green and digitally just transformation.

Asia-Pacific Education 2030: SDG 4 Midterm Review 出版年份: 2024 机构作者: UNESCO Institute for Statistics (UIS) | UNESCO Bangkok This publication marks the conclusion of the collaborative national midterm reviews of SDG 4 achievement in the Asia-Pacific. More importantly, it represents the beginning of the final sprint to the 2030 finish line. It also serves as a comprehensive analytical and policymaking tool for all stakeholders in the region to reflect and be better prepared for the second half of the journey. At the midway point of implementing the Education 2030 Agenda, we are observing both challenges and progress in achieving Sustainable Development Goal 4 (SDG 4) in the Asia-Pacific. The region, overall, has made advances in reaching the globally and regionally most important targets under SDG 4, yet it is still far from delivering the common commitment of the Education 2030 Agenda, to ‘ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’. Eight years into implementation, the Asia-Pacific has shown progress, especially in improving access to lower levels of basic education, as well as expanding early childhood education (ECE). Across most subregions of Asia and the Pacific, over 95% of primary school students complete primary education within the expected timeframe, while more than 80% of children one year before the official primary entry age are enrolled in organized early childhood education. However, participation in education is only one part of the puzzle, and the quality of learning, evidenced by limited data for the Asia-Pacific region on learning outcomes, remains concerning. More than half of students in Eastern and South-Eastern Asia do not reach the minimum proficiency level in mathematics at the end of lower secondary education. Overall and from a regional perspective, with priorities having accelerated in ECE, primary education reaching universal participation, and higher education being consistently regarded as prestigious to accomplish, secondary education is currently the weakest link apart from the chronically undervalued technical vocational education and training path. Fulfilling our commitment to the Education 2030 Agenda and leaving no one behind is not an easy endeavour and we need everyone on board in this unprecedented, yet necessary feat. This publication is meant to facilitate taking stock of the current situation and accelerate focused advances on the most relevant education topics for the Asia-Pacific region.
