ESCAP) The Asia-Pacific Countries with Special Needs Development Report is a recurrent ESCAP annual publication that discusses issues of interest for Asia-Pacific least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS), collectively referred to as countries with special needs (CSN). The Asia-Pacific Countries with Special Needs Development Report 2023: Strengthening Regional Cooperation for Seamless and Sustainable Connectivity examines how regional cooperation on seamless and sustainable connectivity can facilitate a long-term transformation towards a net zero carbon emissions future. Recognising ongoing efforts and existing initiatives and considering the large financing gaps in the countries in special situations, the Report underscores the need to seek synergies between transport, energy, and digital connectivity initiatives in the region.

ESCAP) In Asia and the Pacific, the climate crisis intersects with digital transformations through a complex mix of challenges and opportunities, creating a series of vicious but also potentially virtuous cycles. The Asia-Pacific Digital Transformation Report 2024 considers how digital transformations will structurally and irreversibly affect the trajectory of climate change. It presents a digital-growth-climate nexus to better understand the diverse and dynamic picture and considers ways in which the region can follow the most positive trajectory to avert a climate catastrophe. The Report showcases good practices and country examples of digital applications in addressing climate change, in terms of mitigation and adaptation. These can involve the use of artificial intelligence, the Internet of Things, big data, digital twins, geospatial technologies and others, which have been employed in infrastructure, government, mobility, industry and trade, digital data centres, disaster risk reduction, agriculture and biodiversity ecosystems. The Report then explores key drivers of digital transformation for climate change and outlines three future scenarios. It concludes with the key findings of the Report and proposes policy actions aligned with the five actors of the Digital Transformation Index Framework.

This kit was prepared for all of those who want to ensure that “Education for All” does, indeed, include everyone! The kit will be especially valuable for policy makers, education practitioners and specialists who want to improve access to and quality of education for those excluded by language. It will also be helpful for speakers of ethnic minority languages who want to improve the education situation in their own communities.This kit is designed to raise awareness on the importance of mother tongue-based multilingual education (MLE). It presents key arguments and facts about MLE and provides important insights about the value and benefits of providing education in learners’ mother tongue. The kit also presents ideas, research findings and concrete examples that you can use to think about your own situation and suggests steps for taking actions to make your school system more responsive to linguistic diversity.The kit is not a definitive textbook, and it will not have an answer for every problem that you might face. To help you as much as possible, at the end of each booklet we have included lists of references. In addition, each booklet contains a glossary of terms and, at the front of each booklet is a one-page summary of its contents.How Can You Use This Kit? This kit contains three main booklets. Each booklet has a designated audience: 1) policy makers, 2) education programme planners and practitioners and 3) community members. Please remember that developing MLE requires contributions from everyone at all levels. For that reason, we encourage you to use all three booklets along with other available resources as you work together to plan, implement and sustain your MLE programmes.This kit can be used in many different ways. In collaboration with NEQMAP, the GEM Centre has conducted a rapid review of policy and practice documents for 14 countries, and an online survey with policy-makers in 7 of them to identify the types of flexible learning strategies that were implemented over the course of this pandemic. An education in emergencies Policy Monitoring Framework was used both to guide the analysis of documents and survey data, and to provide the basis for reporting findings.
