SDG 4 Data Digest 2018: Data to Nurture Learning 出版年份: 2018 机构作者: UNESCO Institute for Statistics (UIS) The world is facing a crisis of learning, with many children leaving school without the basic skills they need for a prosperous and productive adult life. Two-thirds of the estimated 617 million children and adolescents who cannot read a simple sentence or manage a basic mathematics calculation are in the classroom. Too many are waiting for a quality education that never comes.As the 2018 SDG 4 Data Digest shows, it is not enough to hope that they will stay in school and somehow acquire skills in reading and mathematics. It is critical to monitor those skills as children progress through school. That requires comparable data, over time, to ensure that children – and the education systems that serve them – are on track.Given the critical importance of learning for the achievement of all the Sustainable Development Goals (SDGs), from poverty reduction to peaceful societies, this year’s edition of the SDG 4 Data Digest is dedicated to the theme of learning outcomes. It showcases the most comprehensive and up-to-date compilation of work to inform the learning indicators of SDG 4.The Digest discusses learning evidence on early child development, mathematics and reading skills among school-aged children, and digital and work-related skills among youth and adults. It highlights the conceptual frameworks and tools developed by leading authors and institutions to understand, measure, monitor and support learning for all. It also considers the implications of reporting for SDG 4. This Digest has been compiled by Development Education Research Centre (DERC) on behalf of Global Education Network Europe (GENE) in the framework of ANGEL activities. ANGEL (Academic Network on Global Education & Learning) is the academic network of global education researchers and academics. The Digest is divided into eight themes/ areas of work, and within each we have identified policy reports, books, academic articles and doctoral research related to global education. Items for inclusion were found through keyword searches of Scopus, Web of Science, Google Scholar, and British Library (including ETHOS and Proquest) databases, as well as through informal discussions with colleagues in the field. The core focus of the Digest is on literature on global education. Selected literature with a focus on related concepts, such as global citizenship, environmental education, and education for sustainable development, has also been included where these have clear links to concerns in global education. The event, held on October 23 and 24, 2017, in Santiago, Chile, brought together regional researchers, members of civil society organizations and activists, educational communities, social movements, government educational authorities and universities. The objective of the meeting was to promote dialogue on the concept of Global Citizenship Education (GCED), deepen the regional perspective on the topic and create a network that helps strengthen the implementation of GCED in the context of the Latin America and the Caribbean region. This document summarizes the main topics addressed and issues discussed at the meeting. A continuación, se presenta el documento fundacional que establece la Red Regional de Educación para la Ciudadanía Mundial para América Latina y el Caribe, que fue elaborada a raíz de las discusiones.   Context and Background: Regional Strategy for UNESCO’s Response to the Situation of People on the Move in Latin America and the Caribbean 出版年份: 2019 机构作者: UNESCO Santiago The UNESCO offices in Latin America and the Caribbean, under the coordination of the Regional Bureau for Education in Latin America and the Caribbean OREALC/UNESCO Santiago, have proposed the development of a regional strategy that provides a response from UNESCO based on the needs of the region’s countries for guaranteeing the right to education of migrants, refugees, asylum seekers and returnees. The purpose of this document is to present key information for the development of the regional strategy. It reviews a set of information that contextualizes human mobility in Latin America and the Caribbean, recognizing contemporary trends, identifying their driving factors and describing the main demographic qualities that characterize them.The authors then address the needs for protection of individuals in the context of mobility in the region, particularly those associated with the exercise of their fundamental rights and processes of inclusion in social protection systems in the destination society. They then present the right to education as a multiplier right in contexts of human mobility, reviewing the main obstacles faced by migrants, refugees, asylum seekers and returnees. Finally, the text presents a discussion of UNESCO’s role in this context based on the review of international regulatory instruments and frameworks, institutional frameworks, the work agenda at the regional level and the migratory institutional structure in Latin America and the Caribbean.
