Éduquer au développement durable ou enseigner le développement durable en histoire-géographie : enjeux sociopolitiques et discipline scolaire Year of publication: 2013 Author: Nicole Tutiaux-Guillon Corporate author: Phronesis Le « développement durable » (DD) est depuis 2004 en France l’objet d’une « éducation à » transdisciplinaire et obligatoire ; il est aussi thème structurant le programme de 5e depuis 2008, et figure dans d’autres programmes. Ces prescriptions sont inégalement convergentes et se heurtent aux structures des disciplines constituées, en même temps qu’à l’absence de savoirs de référence stabilisés. Comment la dimension éducative (comportements, valeurs) est-elle articulée sur les contenus disciplinaires ? Qu’en est-il de la place faite aux enjeux politiques du DD ? L’éducation au DD est-elle « disciplinarisée », aux dépens des dimensions éducatives explicites, ou au contraire modifie-t-elle le modèle disciplinaire de l’histoire-géographie ? Une recherche empirique apporte des réponses provisoires. Les formes de travail choisies par les enseignants oscillent entre pratique disciplinaire classique et essais de trans/pluridisciplinarité, entre incitation au questionnement et à la réflexion et transmission de savoirs factuels et impartiaux, entrecomplexité et simplification. Le changement de comportement est toujours supposé résulter des savoirs – parfois des actions pédagogiques. Les manuels reflètent les mêmes hésitations et se situent entre neutralisation/disciplinarisation des questions de DD et explicitation des débats et des conflits/posture implicante. La dimension éducative et surtout la question du politique divisent fortement les enseignants.

The ESD Lens supports the goals of the DESD, and encourages policy-makers and practitioners in Member States to initiate the process of re-orienting education, particularly the formal education system, towards sustainable development. The overall goal of the UN Decade of Education for Sustainable Development (DESD) is for countries to integrate the understandings, skills and values inherent in sustainable development into all aspects of national education plans to encourage changes in lifestyles and behaviour that allow for a more sustainable and just society for all. This complements existing Education for All initiatives, and strengthens the objectives of the Millennium Development Goals. Education for Sustainable Development has the potential to improve the quality and relevance of education everywhere. It also builds on the UNESCO World Conference on ESD and the Bonn Declaration as well as on the outcomes of other key international ESD meetings. The Bonn Declaration gives particular emphasis to the importance of education for the global development agenda and underlines the essential contribution of ESD to shaping the purpose, content and quality of all education. The UNESCO strategy will be implemented in line with the International Implementation Scheme (IIS), which, along with the Bonn Declaration, will provide the global strategic framework for UNESCO and its DESD partners during the second half of the Decade. The Strategy takes into account key DESD regional challenges and opportunities. It is also shaped by the shared vision of education emerging from the four 2008-2009 UNESCO international education conferences: one of education systems that encourage equity and inclusion, quality learning, flexibility and innovation. While UNESCO puts highest emphasis on achieving Education for All (EFA), the Organization’s actions in education extend beyond this, to pay explicit attention to inclusion, social cohesion and social justice, to lifelong learning and to the crucial role of higher education and research. The overall goal of the UNESCO Strategy for the Second Half of the DESD is to support Member States and other stakeholders in addressing global sustainable development challenges at regional, national and global level through ESD, thus addressing the challenges of learning for bringing about a more sustainable world. Éducation à la citoyenneté Corporate author: Vedura La citoyenneté est le lien social qui réunit une personne et l'Etat, et qui permet à cette personne d'accomplir ses droits civiques et politiques. Être citoyen, c'est accomplir ses droits et devoirs civiques, mais également être responsable, individuellement et collectivement. Le citoyen contribue à donner un sens à la société dans laquelle il vit. L'éducation à la citoyenneté s'inscrit pleinement dans l'éducation au développement durable : c'est l'apprentissage de connaissances, de comportements, et de gestes citoyens à accomplir au quotidien qui vont dans le sens des valeurs du développement durable. De nombreuses thématiques intègrent l'éducation à la citoyenneté : la démocratie la paix les droits de l'homme les devoirs citoyens l'éco-citoyenneté l'éducation à la santé la prévention des conduites à risque l'égalité homme-femme la lutte contre les discriminations le développement durable l'éco-citoyenneté ... L'éducation à la citoyenneté concerne tous les publics, et fait l'objet d'une attention particulière de l'Education Nationale : "les compétences sociales et civiques inscrites dans le socle commun de connaissances et de compétences, défini par le décret n°2006-830 du 11 juillet 2006 doivent pouvoir s’appuyer sur le développement d’un "parcours civique" qui permet à l’élève de prendre conscience de son statut de citoyen, de ses droits et devoirs et du lien indissociable entre la liberté et la responsabilité. Ce parcours se fonde, entre autres, sur les événements et activités qui permettent de mettre en œuvre dans les écoles et les établissements scolaires un ensemble d'itinéraires de citoyenneté."

The concept of citizenship itself brings into play political, affective and legal aspects. Delivering citizenship education in schools raises several issues. At times treated as a subject area in its own right and at times taught using cross-disciplinary approaches, citizenship education addresses not only knowledge and skills, but also values and behaviour. The ends of citizenship education are ambitious, and often include aims that are difficult to reconcile with one another. In terms of how citizenship education is actually delivered, the once-systematic introduction to the legal and political systems has lost ground to the more recent priority of teaching students a sense of community. El propio concepto de ciudadanía confronta una dimensión política, afectiva y jurídica. La enseñanza de la educación cívica en el seno de la Escuela conlleva varias dificultades. Unas veces enseñada como asignatura independiente, otras implementada desde un enfoque pluridisciplinario, la educación cívica pone en juego tanto los conocimientos y los saberes como los valores o los comportamientos. Sus metas son ambiciosas y las conminaciones que se le hace, son muchas veces contradictorias. En la práctica, la prioridad otorgada a la dimensión de “convivencia” lleva a dejar de lado una incursión más sistemática en los ámbitos jurídicos y políticos. Hoy día parece conveniente velar por que los valores, tanto en el seno de la Escuela como entre Escuela y sociedad, no sean contradictorios.
