UNESCO Women for Ethical AI: Outlook Study on Artificial Intelligence and Gender Année de publication: 2024 Auteur institutionnel: UNESCO The gender chapter of the UNESCO Recommendation on the Ethics of AI is a concrete commitment by 194 Member States to advance gender equality in the AI ecosystem. To track progress in the implementation of the gender provisions of UNESCO’s Recommendation, and to assess the impacts of AI on gender equality, the UNESCO Women for Ethical AI (W4EAI) Platform has been established. This report advances the workstream through evidence-based insights in three critical areas: women’s participation in AI development and deployment, the inclusion of gender equality concerns in AI governance and the impact of AI on gender equality. It highlights the significant underrepresentation of women in AI, the lack of gender-disaggregated data, and the compounded challenges women face in the field. The report also addresses the neglect of gender dimensions in AI policy, the risks posed by AI systems to women, and the need for responsible and ethical AI governance to promote gender equality. Finally, it outlines actionable recommendations to enhance gender equality through and in AI, emphasizing the importance of comprehensive data collection, targeted interventions, and inclusive policy-making.  Empowering Minds: A Round Table on Generative AI and Education in Asia-Pacific Année de publication: 2023 Auteur institutionnel: UNESCO Bangkok The emergence of generative AI, a recent groundbreaking artificial intelligence (AI) technology capable of producing sophisticated content from text and images to simulations and audiovisuals, has become a transformative force across multiple sectors. Popular applications like OpenAI’s ChatGPT and Anthropic’s Claude are prime examples of the rapidly expanding range of generative AI tools that are having an impact in education across the Asia-Pacific. These tools offer unprecedented opportunities for enabling personalized learning experiences at scale and expanding access to high-quality learning resources. However, as generative AI increasingly reshapes classrooms, critical questions remain unanswered, such as:- How can generative AI be ethically and responsibly integrated into educational settings?- What policies and safeguards are needed to address issues like misinformation, algorithmic bias and threats to academic integrity?- What challenges do Asia-Pacific countries face in harnessing generative AI in education, given the region’s unique context?- What are the strategies for Asia-Pacific countries to take up opportunities offered by generative AI, while mitigating the risks? In response to these questions and emerging challenges in the region, the UNESCO Regional Office in Bangkok (UNESCO Bangkok), in collaboration with The Southeast Asian Ministers of Education Organization (SEAMEO), organized the regional experts meeting on 7-9 November 2023 in Bangkok, Thailand. This hybrid meeting, titled ‘Empowering Minds: A Round Table on Generative AI and Education in Asia-Pacific’, explored the implications of generative AI for teacher training and development. It served as an important platform to leverage opportunities and mitigate risks of generative AI in education across the Asia-Pacific region. Disability Discrimination in the Digital Realm: How the ICRPD Applies to Artificial Intelligence Decision-Making Processes and Helps in Determining the State of International Human Rights Law (Human Rights Law Reivew; Volume. 23, Issue. 3) Année de publication: 2023 Auteur: Tetyana Krupiy | Martin Scheinin Scholars have identified challenges to protecting individuals from discrimination in contexts where organisations deploy artificial intelligence decision-making processes. While scholarship on ‘digital discrimination’ is growing, scholars have paid less attention to the impact of the use of artificial intelligence decision-making processes on persons with disabilities. This article posits that while the use of artificial intelligence technology can be beneficial for some purposes, its deployment can also construct a disability. The article demonstrates that the Convention on the Rights of Persons with Disabilities can be interpreted in a manner that confers a wide variety of human rights on persons with disabilities in the context when entities deploy artificial intelligence decision-making processes. The article proposes a test for digital discrimination based on disability and shows how it can be incorporated into the treaty through legal interpretation. Thereafter, it moves to developing an analogous general test for digital discrimination under international human rights law, applicable beyond a catalogue of protected characteristics. Education systems are now grappling with how to integrate and regulate AI, which has been rapidly introduced into classrooms without sufficient oversight. The author emphasizes the importance of carefully considering the risks and ethical implications of AI, particularly in its potential to manipulate and shape knowledge systems. There is a need for balanced development, where AI technology is aligned with human values, and education remains a deeply human-centered process.UNESCO is working with countries to develop strategies for the safe use of AI in education, emphasizing the need for a cautious approach and robust regulatory frameworks. The overarching message is that while AI offers immense possibilities, it must be integrated thoughtfully to ensure it enhances education and society without undermining human agency, equity, or the foundational values of learning. Governing AI for Humanity: Final Report Année de publication: 2024 Auteur institutionnel: United Nations (UN) The United Nations Secretary-General’s High-level Advisory Body on AI’s Final Report, “Governing AI for Humanity,” builds on months of work, including extensive global consultations, and the publication of an interim report in December 2023. Proposals for Global Governance on AI​ ​This report outlines a blueprint for addressing AI-related risks and sharing its transformative potential globally, including by:​​• Urging the UN to lay the foundations of the first globally inclusive and distributed architecture for AI governance based on international cooperation;​• Proposing seven recommendations to address gaps in current AI governance arrangements;​• Calling on all governments and stakeholders to work together in governing AI to foster development and protection of all human rights.​ ​ This includes light institutional mechanisms to complement existing efforts and foster inclusive global AI governance arrangements that are agile, adaptive and effective to keep pace with AI’s evolution.​ Extensive Global Consultations​ The report is the product of extensive consultations, involving more than 2,000 participants across all regions of the world, including via:​ ​• 18 deep-dive discussions on key issues with top experts​​• More than 50 consultation sessions across all regions​​• More than 250 written submissions from over 150 organizations and 100 individuals​ The Advisory Body also commissioned an AI Risk Global Pulse Check – the most comprehensive global horizon scanning exercise on AI risks to date – and an AI Opportunity Scan to crowdsource expert assessments of emerging AI trends.​ The UNESCO Recommendation on the Ethics of AI: Shaping the Future of Our Societies Année de publication: 2023 Auteur institutionnel: German Commission for UNESCO | Netherlands National Commission for UNESCO | Slovenian National Commission for UNESCO The UNESCO commissions of Germany, the Netherlands and Slovenia with the support of IRCAI have jointly published a brochure on the UNESCO recommendation on the ethics of artificial intelligence. It summarizes the most important content in a compact manner and presents the central demands from the areas of health, culture, the environment, gender equality as well as education and research. The recommendation with its diverse topics is not only relevant for political experts, but it offers one for various areas of application of the ethical framework and thus serves as an orientation for dealing with AI in general. The brochure is available for the wider public in a number of formats including the original Adobe InDesign file that allows translations to be inserted and format pages, resulting in new versions of the brochure. Therefore, we strongly encourage all UNESCO Commissions from across all UNESCO regions Africa, Arab States, Asia and the Pacific, Europe and North America, Latin America and the Caribbean to use the text in the basic files and translate the content into their own languages, including using the graphic file to setup their own designs of the brochure. Artificial Intelligence and Democracy Année de publication: 2024 Auteur: Daniel Innerarity Auteur institutionnel: UNESCO Montevideo | Latin American Council of Social Sciences (CLACSO) UNESCO’s Recommendation on the Ethics of Artificial Intelligence, adopted by all Member States in November 2021, is the first global policy framework for artificial intelligence (AI) and outlines different aspects of this technology that directly impact political life. The initial considerations of the Recommendation outline the potential ramifications of AI across diverse domains, notably its implications for democracy. This report builds on these analyses and recommendations, aligning with the core values and principles outlined in the Recommendation. It delves into the current and potential impact of artificial intelligence on democracy and the benefits that both artificial intelligence and digitalization, in general, could bring to enhancing collective decision-making processes. This analysis is structured around four key topics:1. The democratic expectations and disappointments of digitization2. The new digital public space: the democratic conversation3. The democracy of data: the politics of Big Data4. Democracy as a form of political decision-making: algorithmic governance Finally, this report offers recommendations for the democratic governance of artificial intelligence aimed at mitigating neative impacts and fostering a more democratic approach to AI governance. Inteligencia artificial y democracia Année de publication: 2024 Auteur: Daniel Innerarity Auteur institutionnel: UNESCO Montevideo | Latin American Council of Social Sciences (CLACSO) La Recomendación sobre la ética de la inteligencia artificial  de la UNESCO, aprobada por todos los Esta- 1 dos miembros en noviembre de 2021, es el primer marco político global para la inteligencia artificial (IA) y señala diversos aspectos de esta tecnología que tienen impacto directo en la vida política. En sus consideraciones iniciales alude a sus posibles efectos en diversos ámbitos y, concretamente, en la de- mocracia. El presente informe pretende ampliar y concretar esos análisis y recomendaciones, desde los valores y principios de la Recomendación, poniendo foco en el impacto que la inteligencia artificial tie- ne y puede tener en la democracia, así como en las virtualidades que tanto la IA como la digitalización en general pueden tener en la mejora de los procedimientos de toma de decisión colectiva. Para abordar esta temática se plantean cuatro grandes asuntos:1. Las expectativas y las decepciones democráticas de la digitalización A modo de introducción se presentarán las principales demandas y expectativas sociales respecto al impacto de la digitalización en la democracia que se han ido configurando en los últimos años, tanto por personas expertas como por la opinión pública en general.2. El nuevo espacio público digital: la conversación democrática La democracia requiere de una conversación social de calidad y un espacio público que reúna deter- minadas propiedades, sin las cuales la democracia no puede sobrevivir o se verá debilitada. En este documento se abordarán las características de esta necesaria conversación en el entorno digital, se identificarán los problemas subyacentes y se propondrán posibles medidas para mejorarla.3. La democracia de los datos: la política del big data Los tres elementos que modificarán la política de este siglo son los sistemas cada vez más inteligentes y automatizados, una tecnología más integrada e interoperable y una sociedad más cuantificada. Si bien los datos son fundamentales para el gobierno de la sociedad, el documento se preguntará críticamente por la dimensión política y democrática de la big data.4. La democracia como forma de decisión política: gobernanza algorítmica La democracia es una forma de decisión colectiva. El documento examinará la compatibilidad de la proliferación de sistemas automáticos de decisión con los principios normativos del autogobierno de- mocrático. El incremento de la gobernanza algorítmica plantea diversos problemas y desafíos para la democracia, principalmente la identificación de las tareas que pueden ser resueltas por un algoritmo sin dañar los valores democráticos y el conjunto de condiciones que asegurarían esa compatibilidad. Por último, se efectuarán algunas recomendaciones para la gobernanza democrática de la inteli- gencia artificial para evitar o mitigar los impactos negativos y hacer que la gobernanza de la inteligen- cia artificial sea más democrática.
