Feasibility study: establishment of an international centre for the promotion of human rights at the local and regional levels in Graz, Austria, under the auspices of UNESCO Année de publication: 2017 Auteur: Vandenhole, Wouter On 3 November 2016, the Government of the Republic of Austria requested (annexed to this report) the Director-General of UNESCO to initiate all necessary steps for the establishment of an International Centre for the Promotion of Human Rights at the Local and Regional Levels (hereafter: ‘the Centre’) in Graz (Styria, Austria) as a UNESCO Category 2 Centre, in application of the Integrated Comprehensive Strategy for Category 2 Institutes and Centres under the Auspices of UNESCO, adopted by the General Conference at its 37th session (res. 37 C/Resolution 93). This application stems from the long-standing commitment and efforts by the Government of the Republic of Austria, the Federal State of Styria and the City of Graz to further the implementation of human rights, both within the country and globally. The Centre will contribute, through research, capacity-building, information-sharing and international collaboration, to UNESCO programmes relating to Sustainable Development Goals 10, 11 and 16 of the 2030 Agenda for Sustainable Development, as well as to urban inclusion-related commitments of the New Urban Agenda. As regards the latter, the Centre is equally expected to feed into the work of the International Coalition of Inclusive and Sustainable Cities – ICCAR and its European Chapter, as well as into UNESCO urban initiatives and platforms. Legal Mechanisms for Participation of Legal Minorities in Tajikistan and Their Implementation: Comparison of the Framework Convention and Tajikistan’s Legislation Année de publication: 2022 Auteur: Berdikulov A. Auteur institutionnel: Central Asian Bureau for Analytical Reporting (CABAR) The policy analyzes the legal framework and provisions aimed at protecting the rights of national minorities in Tajikistan, and also provides a comparison of Tajik and European legislation regarding national minorities. Particular emphasis is placed on what legislative and legal practices from the European experience can be used as examples in the Tajik context in order to improve national legislation for the protection of national minorities and their rights. Recommendations are formulated for a number of ministries and the government of Tajikistan, for international donors, as well as for representatives of national minorities. Impact of the Afghan Crisis on the Environment, Water and Energy in Central Asian Regions Bordering Afghanistan Année de publication: 2023 Auteur institutionnel: Organization for Security and Co-operation in Europe (OSCE) Development projects in Central Asia are diverse. In 2021, the Interstate Commission on Sustainable Development of Central Asia adopted the Central Asian Sustainable Development Program till 2030, while a regional climate adaptation strategy is being developed. Afghanistan is not involved in regional environmental and water processes. The results and lessons from the development projects could be useful in tackling the effects of the Afghan crisis. Результаты и наработки проектов могут оказаться полезными для обмена опытом и масштабирования, в том числе для смягчения кризиса в Афганистане.
