تطوير التعليم الفني : مدخل للقضاء على الطبقية وتحقيق العدالة الاجتماعية Année de publication: 2013 Auteur: سكران، محمد محمد Auteur institutionnel: Cairo University عرضت هذه الورقة لواقع التعليم الفني في مصر باعتباره يعاني وضعا مأساويا بسبب ظروف نشأته وموقعه بين نظم تعليمية لم تفسح للتعليم الفني مكانا فيها. من المشكلات التي تواجهه: 1) البطالة التي يعاني منها 80 % من خريجي هذه المدارس. 2) القصور الواضح في الإمكانيات المادية والبشرية، والنقص الواضح في المعدات والاعتماد في تدريب المجالات التطبيقية على الحفظ والاستظهار، وعدم الربط بين النظرية والتطبيق. 3) عدم وجود المشاركة والتنسيق بين التعليم الفني والمؤسسات الإنتاجية والخدمية، والعجز الشديد في العديد من التخصصات التي يحتاجها سوق العمل. 4) الغياب الواضح للقطاع الخاص في هذا النوع من التعليم. كما عرضت الورقة لبعض المقترحات التي يمكن أن تغير في الحد من الطبقية وتحقيق العدالة الاجتماعية للتعليم الفني في مصر، ومن هذه المقترحات: 1) ضرورة العمل على إعادة صياغة الأهداف الأساسية للتعليم الثانوي الفني في ضوء العوامل الاقتصادية والاجتماعية والسياسية المؤثرة في توجهات التنمية. 2) إعادة النظر في سياسة مؤسسات التعليم الثانوي الفني بحيث تتحول من مؤسسات تعليمية تقليدية إلى مؤسسات تعليمية إنتاجية وذلك من خلال تزويدها بالوسائل التعليمية الحديثة والاهتمام بالتأهيل والتدريب. 3) ضرورة الربط بين التخطيط للتعليم الفني والتخطيط للتنمية الاقتصادية والاجتماعية. 4) مواكبة سياسات وبرامج التعليم الفني للتقدم التكنولوجي المعاصر. Developing Vocational Education: An Introduction to Abolish Classism and Realize Social Justice Année de publication: 2013 Auteur: سكران، محمد محمد Auteur institutionnel: Cairo University The paper deals with technical education in Egypt that is going through a tragic situation due to its founding circumstances and its position among the education systems that do not allow technical education a space. The problems facing technical education include: 1) 80% unemployment among its graduates; 2) the obvious shortcomings in financial and human capacities, the obvious shortage in equipment, the relying on rote learning and the failure to connect theory to practice. 3) the lack of participation and coordination between technical education and institutions of production and services and the severe deficit in in the specializations that the labor market needs. 4) the clear absence of the role of the private sector in this type of education. The paper also presents some suggestions that could put a limit to class aspect in and create social justice for the technical education. The suggestions include: 1) the necessity to redefine the basic objectives of technical secondary education in light of the economic, social and political factors that influence the directions of development; 2) Reconsider the policies of the institutions of technical secondary education in order to transform them from traditional education institutions to productive technical ones by providing them with modern teaching means and attending to training and qualification; 3) the nescessity to connect technical education planning to the economic and social planning; 4) coping with the policies and programs of the of contemporary technological advancement. 
Botswana National Implementation Plan for Sustainable Development Goal (SDG) 4 - Education 2030 Année de publication: 2018 Auteur institutionnel: Botswana National Commission for UNESCO The Sustainable Development Goal (SDG) 4 is an ambitious and specific goal to drive the education development agenda from 2016 – 2030 and a means through which all the seventeen (17) SDGs will be achieved. The SDGs aim among others, to end poverty, hunger and inequality, take action on climate change and the environment, improve access to health and education, and build strong institutions and partnerships.To ensure adequate attention to the different thematic areas of education, SDG 4 has been broken down into seven targets and three means of implementation. The targets and the means of implementation are crafted in such a way that all the critical areas of education, both emerging and the unfinished Education for All (EFA) business could be addressed in some way through the global education agenda.This publication presents Botswana’s National Strategy for the Implementation of SDG 4 – Education 2030, which was developed with guidance from the Incheon Declaration on Education 2030. The Incheon Declaration on Education 2030 is a guide to Member States on the implementation of SDG 4. It provides an outline on how to translate the agenda into national priorities and further proposes some strategies and thematic indicators for measuring success on the different SDG 4 targets.

Assessment of Transversal Competencies: Current Tools in the Asian Region Année de publication: 2019 Auteur: Esther Care | Alvin Vista | Helyn Kim Auteur institutionnel: UNESCO Bangkok | Brookings Institution UNESCO’s Asia-Pacific Regional Bureau for Education has been working on education quality under the name of ‘transversal competencies’ (TVC) since 2013. Many of these competencies have been included in national education policy and curricula of countries in the region, but now the importance accorded them is increasingly gaining attention. As policy makers increasingly require their systems to provide evidence of 21st century skills acquired by their learners, implementation challenges highlight the need for a stronger alignment between curricula, pedagogy and learning assessments. UNESCO Bangkok’s Network on Education Quality Monitoring in the Asia Pacific (NEQMAP) undertook this regional study to examine components within countries’ learning assessments that show how these apply to and can measure transversal competencies. This report provides valuable information on how learning assessments are already capturing TVC and is useful for a broad range of education stakeholders, not only test developers, but also curriculum developers, teacher trainers and teachers. Particularly important is the need to align these skills and competencies across the entire education system. 
Global Citizenship Education in Latin America and the Caribbean: Towards a World without Walls: Global Citizenship Education in the SDG 4 - E2030 Agenda Année de publication: 2018 Auteur institutionnel: UNESCO Santiago The Latin America and the Caribbean Regional Network Meeting on Global Citizenship Education “Towards a World without Walls: Global Citizenship Education in SDG 4 – Agenda E2030”, was organized by the UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC / UNESCO Santiago) and the Asia – Pacific Centre of Education for International Understanding (APCEIU), in collaboration with the Chilean Observatory of Educational Policies (OPECH) of the University of Chile. The event, held on October 23 and 24, 2017, in Santiago, Chile, brought together regional researchers, members of civil society organizations and activists, educational communities, social movements, government educational authorities and universities. The objective of the meeting was to promote dialogue on the concept of Global Citizenship Education (GCED), deepen the regional perspective on the topic and create a network that helps strengthen the implementation of GCED in the context of the Latin America and the Caribbean region. This document summarizes the main topics addressed and issues discussed at the meeting. Subsequently, the founding document of the Regional Global Citizenship Education Network for Latin America and the Caribbean, which was elaborated in light of the meeting’s discussions, is presented. To prepare them for life, work, citizenship and life-long learning, UNICEF encourages governments and partners to expand access to learning and skills development for all children and adolescents – from pre-primary to upper-secondary age, and particularly for the most marginalized. UNICEF further advocates strengthening systems to enable them to develop a breadth of skills across the life course and through multiple learning pathways, such as formal, non-formal, on the job and community based. 
World Reference Levels Année de publication: 2019 Auteur institutionnel: UNESCO World Reference Levels (WRL) is a tool that facilitates the comparison of qualifications and skills.It helps those with a stake in the outcomes of learning - authorities, institutions, employers and individuals - to understand, compare and recognize skills, qualifications, other kinds of credential and learning achievements, both on a national level and across borders.The WRL is developed by UNESCO in collaboration with experts, international partners and regional organizations that oversee regional qualification frameworks. The tool is based on research of level descriptors in a wide range of qualification frameworks and job evaluation programmes, and was designed to complement and work together with other systems of managing and recognizing qualifications and outcomes.
