World Heritage, No.104 Année de publication: 2023 Auteur institutionnel: UNESCO As the extended 45th session of the World Heritage Committee begins in the Kingdom of Saudi Arabia, we express our gratitude to our hosts for convening the first in-person Committee since the onset of COVID-19. Surrounded by old friends and young professionals alike, we are reminded that this meeting is more than the sum of important decisions taken. It is a powerful platform where we rekindle the sense of ‘heritage community’ and renew our commitment to heritage. This issue of World Heritage magazine features African heritage leaders who are empowering peers and creating positive ripple effects from Egypt to Mozambique. A report on climate change details the critical benefits provided by World Heritage forests notably through carbon absorption, with one caveat – their capacity will continue to decline unless we act now. A compelling story comes from Havana, Cuba, where a major UNESCO programme Transcultura is blending tangible heritage, intangible practices and contemporary creativity, true to the way culture intersects in the local communities. Readers may notice the new design of this World Heritage magazine, which pays homage to the original iconic look. The first issue in 1996 put a spotlight on the accelerating international cooperation to conserve Angkor, bearing fruit in 2004 with the removal from the List of World Heritage in Danger. Just as the magazine has been a witness to history, it continues to champion the evolving principles of heritage safeguarding. This is why this revamped magazine will centrally feature stories of custodians, innovators and trailblazers, in line with the 'fifth C' (Communities) of the Strategic Objectives. The words by the 80-year-old Havana resident Noemí Moreno should echo with many of us: 'In the end, we are nothing more than a bird that comes and flies away. History is what remains'. And so we get to work together, pooling experience gained over the past five decades of the 1972 Convention and the ancestral knowledge passed down over centuries, to preserve the remnants of history as best as we can.

Entourés de vieux amis et de jeunes professionnels, nous nous rappelons que cette réunion est plus que la somme des décisions importantes qui ont été prises. C'est une plateforme puissante où nous ravivons le sens de la « communauté du patrimoine » et renouvelons notre engagement en faveur du patrimoine. Ce numéro du magazine Patrimoine Mondial présente des responsables africains du patrimoine qui, de l'Égypte au Mozambique, responsabilisent leurs pairs et créent des effets d'entraînement positifs. Un rapport sur le changement climatique détaille les avantages cruciaux offerts par les forêts du patrimoine mondial, notamment par l'absorption du carbone, avec une mise en garde : leur capacité continuera à diminuer si nous n'agissons pas maintenant. Une histoire passionnante nous vient de La Havane, à Cuba, où un programme majeur de l'UNESCO, Transcultura, mêle patrimoine matériel, pratiques immatérielles et créativité contemporaine, fidèle à la façon dont la culture s'entrecroise dans les communautés locales. Les lecteurs remarqueront peutêtre la nouvelle maquette de ce magazine Patrimoine Mondial, qui rend hommage à l'aspect iconique d'origine. Le premier numéro, paru en 1996, a mis en lumière l'accélération de la coopération internationale pour la conservation d'Angkor, qui a porté ses fruits en 2004 avec le retrait du site de la Liste du patrimoine mondial en péril. Tout comme le magazine a été un témoin de l'histoire, il continue à défendre les principes évolutifs de la sauvegarde du patrimoine. C'est pourquoi le nouveau magazine Patrimoine Mondial présentera essentiellement des histoires de gardiens, d'innovateurs et de pionniers, conformément au « cinquième C » (Communautés) des objectifs stratégiques. Les mots de Noemí Moreno, une habitante de La Havane âgée de 80 ans, devraient trouver un écho chez beaucoup d'entre nous : « En fin de compte, nous ne sommes rien d'autre qu'un oiseau qui vient et s'envole. L'Histoire, c'est ce qui reste. » C'est pourquoi nous devons œuvrer ensemble, en mettant en commun l'expérience acquise au cours des 50 dernières années de la Convention de 1972 et les connaissances ancestrales transmises au fil des siècles, afin de préserver au mieux les vestiges de l'histoire.

Re|shaping Policies for Creativity: Addressing Culture as a Global Public Good Année de publication: 2023 Auteur institutionnel: UNESCO The Global Report series monitors the implementation of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, as well as progress towards achieving the United Nations 2030 Agenda for Sustainable Development, within and with the cultural and creative sectors. Its 2022 edition revolves around two major questions: What is the state of the cultural and creative sectors? What policy changes to promote sustainable, human rights-based systems of governance for culture and equitable access to cultural opportunities and resources have resulted from stakeholders’ implementation and ownership of the Convention? In line with the 2015 and 2018 editions, this third edition of the Report presents the latest policy developments to support creativity and sheds light on current and future challenges in areas such as the digital environment, media diversity, sustainable development, mobility of artists and cultural professionals, gender equality and artistic freedom. The trends, innovative practices, gaps and recommendations that emerge from the 2022 edition provide valuable evidence to inform the policy dialogue leading up to the UNESCO World Conference on Cultural Policies and Sustainable Development – MONDIACULT 2022. With the mission to contribute to the 2030 Agenda, it feeds into a renewed vision of cultural policies based on a better understanding of what impacts the diversity of cultural expressions and the avenues for anchoring culture and creativity in the broader public policy spectrum.

In education, AI has transformed the traditional teacher–student relationship into a teacher–AI–student dynamic.This shift requires a re-examination of teachers’ roles and the competencies they need in the AI era. Yet, few countries have defined these competencies or developed national programmes to train teachers in AI, leaving many educators without proper guidance.The AI competency framework for teachers addresses this gap by defining the knowledge, skills, and values teachers must master in the age of AI. Developed with principles of protecting teachers’ rights, enhancing human agency, and promoting sustainability, the publication outlines 15 competencies across five dimensions: Human-centred mindset, Ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning. These competencies are categorized into three progression levels: Acquire, Deepen, and Create.As a global reference, this tool guides the development of national AI competency frameworks, informs teacher training programmes, and helps in designing assessment parameters. It also provides strategies for teachers to build AI knowledge, apply ethical principles, and support their professional growth.
Normes de qualité des écoles vertes: pour des cadres d’apprentissage verts Année de publication: 2024 Auteur institutionnel: UNESCO Le changement climatique menace notre planète et notre avenir. Les écoles et autres institutions d'apprentissage sont des lieux centraux pour accélérer l'action climatique parmi les apprenants et les communautés locales. En donnant aux enseignants et aux élèves les moyens de comprendre le changement climatique dans leur propre contexte, ils contribuent à rendre les sociétés plus durables et plus résilientes face au climat. Cette publication fournit pour la première fois une norme de qualité pour la « vérdisation » des écoles et autres environnements d'apprentissage. Elle présente quatre domaines clés pour intégrer les principes de durabilité et l'action climatique : 1) la gouvernance scolaire, 2) les infrastructures et l'exploitation, 3) l'enseignement et l'apprentissage, et 4) l'engagement communautaire. Grâce au Partenariat pour une éducation verte, cette norme établit un langage commun pour tous les acteurs afin d'atteindre ensemble l'objectif mondial de verdir au moins 50 % des écoles dans tous les pays d'ici 2030. Les décideurs politiques et les ministères responsables des schémas d'accréditation éducatifs, ainsi que les éducateurs, les apprenants et les communautés, sont encouragés à utiliser la norme de qualité des écoles vertes et à rejoindre le mouvement des écoles prêtes pour le climat, afin de garantir que chaque apprenant soit équipé pour relever les défis climatiques.
Readiness Assessment Methodology: A Tool of the Recommendation on the Ethics of Artificial Intelligence Année de publication: 2023 Auteur institutionnel: UNESCO In November 2021, the 193 Member States of UNESCO signed the Recommendation on the Ethics of Artificial Intelligence, the first global normative instrument in its domain. The Recommendation serves as a comprehensive and actionable framework for the ethical development and use of AI, encompassing the full spectrum of human rights. It does so by maintaining focus on all stages of the AI system lifecycle. Beyond elaborating the values and principles that should guide the ethical design, development and use of AI, the Recommendation lays out the actions required from Member States to ensure the upholding of such values and principles, through advocating for effective regulation and providing recommendations in various essential policy areas, such as gender, the environment, and communication and information. With these values, principles, and policy areas in mind, the UNESCO Secretariat elaborated a programme for the implementation of the Recommendation, with the core aim of building national capacities to discharge the actions set out in the Recommendation and bolster regulatory frameworks. The Recommendation mandated the development of two key tools, the Readiness Assessment Methodology (RAM) and the Ethical Impact Assessment (EIA), which form the core pillars of the implementation. These tools both aim to assess and promote the resilience of existing laws, policies and institutions to AI implementation in the country, as well as the alignment of AI systems with the values and principles set out in the Recommendation. The goal of this document is to provide more information on the Readiness Assessment Methodology, lay out its various dimensions, and detail the work plan for the implementing countries, including the type of entities that need to be involved, responsibilities of each entity, and the split of work between UNESCO and the implementing country.

Working Group on AI Capacity Building | International Telecommunication Union (ITU) This report presents a competency framework for civil servants on AI and digital transformation, and recommends ways to implement it to support related capacities in government. The research for this report was guided by the following question: What competencies need to be developed for public-sector officials to effectively design and implement digital and AI transformation initiatives in government, and to create an enabling environment for digital transformation in society?The report provides an overview of the major digital competencies for public sector officials when dealing with digital transformation. The competency framework provides guidance for civil servants, but also for international organisations and research centers to develop curricula and provide a basis for the development of action plans and strategies on digital competencies.

Recognising the enormous capacity for positive action that the digital space offers, it aims to consolidate knowledge and provide a wide range of policy and community avenues for action.The guide provides an assessment of the online antisemitism threat landscape, an overview of existing policy responses on an international and national level across a range of European countries, and, importantly, a broad set of recommendations for engagement with governments, platforms and within communities to address these issues.
