Elimination of Racial Discrimination, Racial Hatred and Racial Hate Crimes In the World (General Conference; 40th session) Année de publication: 2019 Auteur institutionnel: UNESCO At its 207th session, in decision 207 EX/Decision 49, the Executive Board decided to inscribe this item on the agenda of the 40th session of the General Conference. The document underscores that racial discrimination, incitement to racial hatred and racial hate crimes represent a threat for all peoples and the international community. With that in mind, the Director-General is requested to strengthen UNESCO’s substantive contribution to the fight against racism, racial discrimination, xenophobia, and related intolerance and to report to the Executive Board, at its 210th session, on the progress made in this matter.

El presente documento pone de relieve que la discriminación racial, la incitación al odio racial y los crímenes de odio racial constituyen una amenaza para todos los pueblos y para la comunidad internacional. Teniendo esto presente, se pide a la Directora General que refuerce la contribución sustantiva de la UNESCO a la lucha contra el racismo, la discriminación racial, la xenofobia y las formas conexas de intolerancia, y que informe al Consejo Ejecutivo, en su 210a reunión, sobre los progresos realizados al respecto.

Le document souligne le fait que la discrimination raciale, l’incitation à la haine raciale et les crimes motivés par la haine raciale constituent une menace pour tous les peuples et pour la communauté internationale. Dans cette perspective, la Directrice générale est appelée à renforcer la contribution réelle de l’UNESCO à la lutte contre le racisme, la discrimination raciale, la xénophobie et l’intolérance qui y est associée, et de faire rapport au Conseil exécutif, à sa 210e session, des progrès accomplis à cet égard.

Hate Speech, Propaganda and Disinformation in Albanian Media Année de publication: 2020 Auteur: Ilda Londo Auteur institutionnel: South East European Network for Professionalization of Media (SEENPM) | Peace Institute | Albanian Media Institute This publication aims to highlight the main models and elements that media in Albania manifest regarding hate speech, propaganda and disinformation and also to identify ways of countering these narratives. According to this research, even though the media is rarely active in fighting hate speech in the country, it cannot be said that it is a source of hate speech or that it is actively promoting it. Politicians often push hate speech narratives, which the media publishes or reflects, provoking protest from some human rights organizations. On the other hand, there is a visible problem with ethics and lack of moderation in User Generated Content, more specifically in users’ comments sections of online media.In addition, contrary to hate speech narratives, which are rarely present, attempts to misinform and spread propaganda are a constant trend in the Albanian media. While the furthering of foreign propaganda is confined to a limited number of media, the use of conspiracy theories and sensationalism to further media popularity, unfortunately, is not. Few online media outlets have escaped the trend of publishing conspiracy theories, which turned into a frenzy especially with the emergence of the coronavirus. Even television stations, which are supposed to have more filters and be more responsible about their content, have intensified this kind of coverage. Proponents of conspiracy theories are readily present in a few television stations in their main current affairs programmes, amplifying these theories and information, which leads to an increasingly greater influence on the public, especially given the lack of programmes or education on media literacy.

As the circumstances and contexts of education change globally, there is both a need for shared references in teacher education as well as good reasons for contesting unitary efforts to implement policy goals. Specifically, shared global references for teacher education that can be used by teacher education programs, NGOs and civil society for responding to target 4c. of SDG 4.7 are needed. Accordingly, this article proposes guiding principles and outlines a teacher education curriculum for Global Citizenship Education (GCED) that can be adapted to low-income country contexts as well as high-income contexts. Some of the challenges, possibilities and limitations in the preparation of teachers with the skills needed for supporting the development of the next generation of global citizens are described. The analysis presented draws on data from the UNESCO Institute for Statistics, the OECD teacher survey, indicators developed by the World Bank, and policy efforts to develop a definition of global competence, among other sources. The concluding discussion proposes that an important possibility presents itself in efforts to involve teachers in the monitoring and evaluation of education development goals.
