On a personal level, we can all name at least one teacher who made a difference – sometimes to such an extent that it redirected our whole lives. At the international level, the United Nations Sustainable Development Goals (SDGs), Goal 4 in particular, recognize the importance of teachers in the implementation of the Sustainable Development Agenda by 2030. Yet, the profession is being undermined. The development of cognitive neuroscience and the many applications of new technologies in the field of education are forcing the profession to adapt and reinvent itself. Inclusive Education for Persons with Disabilities - Are We Making Progress? Année de publication: 2019 Auteur institutionnel: UNESCO | Leonard Cheshire (UK) The paper ‘Inclusive education for persons with disabilities – Are we making progress?’ has been developed as a background paper for the UNESCO International Forum on inclusion and equity in education – Every learner matters, being held in Cali, Colombia from 11-13 September 2019. The Forum is being organised in commemoration of the 25th anniversary of the passing of the Salamanca Statement and Framework for Action. The paper will explore the global progress towards inclusive education, the successes achieved and learnings observed specifically in countries of the global South. In these countries the concerns of universal access to and retention in education is still a concern for many governments, but large-scale exclusion of children with disabilities (an estimated 32 million or 1 out of 3 are out of school) remains the order of the day and is not always high on government agendas. El Foro ha sido organizado para conmemorar el 25 aniversario de la aprobación de la Declaración de Salamanca y Marco de Acción sobre Necesidades Educativas Especiales. En este informe se explora el avance mundial hacia la educación inclusiva, los éxitos logrados y las conclusiones observadas específicamente en países del hemisferio sur, donde los problemas en torno al acceso universal a la educación y la continuidad en ella siguen siendo motivo de preocupación para numerosos gobiernos y donde la exclusión a gran escala de niños con discapacidad (se estima que unos 32 millones de niños no están escolarizados, lo que supone 1 de cada 3) sigue estando a la orden del día y no siempre es una prioridad en los programas gubernamentales.

This guide offers practical advice and proposes organizational and educational measures, as well as response schemes for the management and staff of education institutions in order to address acts of violence and provide assistance to the victims. The guide is advisory in nature: it can be used as a background material for developing a national recommendation on the prevention of violence in an education institution.Experts from the ministries of education, education institutions and public organizations of Eastern Europe and Central Asia, as well as the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the United Nations Children's Fund (UNICEF) took part in discussions throughout the process of publication-writing. В нем представлена информация о природе и причинах насилия в образовательном учреждении, его видах и последствиях, вовлеченных сторонах.Особое внимание уделяется гендерному насилию. Пособие носит практический характер и предлагает организационные и воспитательные меры, а также алгоритмы действий руководства и персонала образовательного учреждения по реагированию на факты насилия и оказанию помощи пострадавшим. Пособие носит рекомендательный характер: на его основе могут быть разработаны национальные методические рекомендации по предотвращению насилия в образовательном учреждении.В обсуждении пособия в ходе его разработки приняли участие специалисты министерств образования, образовательных учреждений и общественных организаций стран Восточной Европы и Центральной Азии, а также Организации Объединенных Наций по вопросам образования, науки и культуры (ЮНЕСКО) и Детского фонда ООН (ЮНИСЕФ).

Cambio climático y desafíos éticos (El Correo de la UNESCO 3, July-September 2019) Année de publication: 2019 Auteur institutionnel: UNESCO El cambio climático no solo pone en peligro nuestros ecosistemas; también quebranta los cimientos de nuestros derechos fundamentales, agrava la desigualdad y genera nuevas injusticias. La adaptación al cambio climático y la atenuación de sus efectos no es únicamente un asunto de conocimientos científicos y voluntad política, sino que exige además una perspectiva amplia sobre una situación compleja. Con el fin de ayudar a los Estados y demás entidades pertinentes en la toma de las decisiones apropiadas y la ejecución de políticas eficaces en materia de desarrollo sostenible, adaptación al cambio climático y mitigación de sus consecuencias adversas, la UNESCO aprobó en noviembre de 2017 una Declaración de principios éticos en relación con el cambio climático.La ética determina la esencia de todo compromiso. Su capacidad de movilización permite orientar la acción, establecer arbitrajes, decidir entre intereses contradictorios y fijar prioridades. La ética facilita la articulación de la teoría con la práctica, de los principios generales con la voluntad política, y de la toma de conciencia de ámbito mundial con la aplicación de medidas a escala local.
