Помимо проблем со здоровьем, социальной адаптацией, им трудно трудоустроиться, почувствовать себя нужными обществу гражданами. Несмотря на принятые государственные законы и программы поддержки, в большинстве городов и районов отсутствуют механизмы их реализации, как и адаптированная инфраструктура, доступная среда и система трудоустройства.

A New Social Contract for Education: Advancing a Paradigm of Relational Interconnectedness Année de publication: 2023 Auteur: Elena Toukan Auteur institutionnel: UNESCO This paper looks at recent calls for “a new social contract for education” through the lens of a relational ontology for humanity and a living planet. Through a critical view of social contract theory, the paper looks at how this call can be an entry point to a deeper paradigmatic shift in framing questions of justice, social organization, and education itself. It proposes a shift from a rules-based transactional model to a relationship-based model grounded in understanding and appreciation of interdependence and interconnectedness. In order to shape more just and sustainable futures for humanity and the planet, a new social contract for education will need to transcend atomistic, transactional, and adversarial social dynamics and instead be organized around relational interconnectedness.
Un nuevo contrato social para la educación: promover un paradigma de interconexión relacional y los conocimientos Année de publication: 2023 Auteur: Elena Toukan Auteur institutionnel: UNESCO En el presente artículo se examinan los recientes llamamientos a “un nuevo contrato social para la educación” a través de la lente de una ontología relacional para la humanidad y un planeta vivo. Mediante una visión crítica de la teoría del contrato social, el artículo examina cómo este llamamiento puede ser un punto de partida hacia un cambio paradigmático más profundo a la hora de enmarcar cuestiones de justicia, organización social y la propia educación. Propone pasar de un modelo transaccional basado en normas a un modelo basado en relaciones y fundamentado en la comprensión y la apreciación de la interdependencia y la interconexión. Con miras a forjar futuros más justos y sostenibles para la humanidad y el planeta, el nuevo contrato social para la educación deberá trascender las dinámicas sociales atomistas, transaccionales y de confrontación y organizarse en torno a la interconexión relacional.
Un nouveau contrat social pour l’éducation : promouvoir un paradigme d’interconnexion relationnelle Année de publication: 2023 Auteur: Elena Toukan Auteur institutionnel: UNESCO Le présent article examine les récents appels en faveur d’un « nouveau contrat social pour l’éducation » à travers le prisme d’une ontologie relationnelle au service de l’humanité et d’une planète vivante. Il se penche, en portant un regard critique sur la théorie du contrat social, sur la façon dont ces appels peuvent amorcer un changement de paradigme plus profond en ce qui concerne la façon d’aborder les questions de justice, d’organisation sociale et d’éducation. Il propose de passer d’un modèle transactionnel fondé sur les règles à un modèle relationnel qui repose sur la compréhension et la valorisation de l’interdépendance et de l’interconnexion. Afin de façonner des futurs plus justes et plus durables pour l’humanité et la planète, le nouveau contrat social pour l’éducation devra dépasser les dynamiques sociales atomistes, transactionnelles et antagonistes et se structurer autour de l’interconnexion relationnelle.
Managing Transnational UNESCO World Heritage Sites in Africa Année de publication: 2023 Auteur: Dodé Houehounha | Edmond Moukala Auteur institutionnel: UNESCO Transnational UNESCO World Heritage Sites in Africa – Cooperation is the Key to Success Transnational UNESCO World Heritage sites are the ultimate manifestation of international cooperation − an enriching experience of interculturalism and dialogue between peoples. They offer a unique opportunity to explore and exchange effective and sustainable solutions to contemporary issues, such as climate change, migration, integration, confict and many others. For the frst time, this publication presents the most up-to-date and comprehensive work concerning Transnational UNESCO World Heritage sites in Africa, refecting the interdisciplinary and forward-looking approaches that have dominated research and conservation methodologies in recent decades. The diverse articles and case studies shine a light on how transnational management of properties in Africa provides a crosscutting and sustainable response to contemporary issues related to heritage and associated communities. It also explores the variety of challenges and opportunities related to the management of these sites and highlights best practices that have been implemented. This publication, together with UNESCO, calls on all States Parties to the World Heritage Convention, concerned international and regional organizations, and all relevant stakeholders to support efforts to protect and promote Africa’s rich cultural and natural heritage. It is through concerted action and joint activities that the recommendations from this publication can be implemented and thereby help preserve these properties for future generations.
Asia-Pacific Regional Synthesis: Climate Change, Displacement and the Right to Education Année de publication: 2023 Auteur institutionnel: UNESCO | United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS) | UNESCO Bangkok In 2020, 30.7 million people were displaced by natural disasters – disasters which the scientific community acknowledges are more frequent and more intense as a result of climate change. In Asia and the Pacific alone, 21.3 million people were displaced, making it the region the most impacted by national disasters and climate change in the world. Therefore, country case studies were carried out in Bangladesh, India, Indonesia, Tuvalu, and Viet Nam to examine not only specific vulnerabilities to climate change and related mobility, but also the impacts of climate change on the right to education in Asia and the Pacific. These case studies show that climate change directly threatens education – through the destruction of schools and property – but also indirectly puts education in peril by forcing people to cross borders, ensuring neither legal residency nor the right to education. This regional synthesis report aims to guide policy-makers through providing operational policy recommendations on how to ensure education is protected in Asia and the Pacific in the face of climate change and displacement from a human rights-based approach. The report addresses groundwater-related issues from the perspective of the three main water use sectors (agriculture, human settlements and industry), as well as its interactions with ecosystems and its relation with climate change. It highlights different regional perspectives and presents a number of response options concerning data and information, policy and planning, management and governance, as well as financing.The United Nations World Water Development Report is UN-Water’s flagship report on water and sanitation issues, focusing on a different theme each year. The report is published by UNESCO, on behalf of UN-Water and its production is coordinated by the UNESCO World Water Assessment Programme. The report gives insight on main trends concerning the state, use and management of freshwater and sanitation, based on work done by the Members and Partners of UN-Water. Launched in conjunction with World Water Day, the report provides decision-makers with knowledge and tools to formulate and implement sustainable water policies. Le rapport examine les questions relatives aux eaux souterraines sous l’angle des trois principaux secteurs d’utilisation de l’eau (agriculture, établissements humains et industrie) ainsi que leurs interactions avec les écosystèmes et leur relation au changement climatique. Il met également en avant différentes perspectives régionales et présente un certain nombre de solutions possibles en matière de données et d’informations, de politiques et de planification, de gestion et de gouvernance ainsi que de financement.Abordant un thème différent chaque année, le Rapport mondial des Nations Unies sur la mise en valeur des ressources en eau est le rapport phare d’ONU-Eau sur les questions d’eau et d’assainissement.
