اتجاهات إقليمية حول النوعية في التعليم العالي في البلدان العربية: قضايا النوعية في مؤسسات التعليم العالي في البلدان العربية Année de publication: 2014 Auteur: الأمين،عدنان Auteur institutionnel: Lebanese Association for Educational Studies (LAES) تطرح هذه الدراسة التوليفية المسائل والاتجاهات البارزة في موضوع الجودة في مؤسسات التعليم العالي على المستوى الإقليمي. وتستند إلى دراسة الحالات عن إحدى عشرة مؤسسة تعليم عالٍ في كل من لبنان ومصر والمغرب، وتعتمد المعايير العشرة المستخدمة في هذه الدراسات. تبين الدراسة أن "رسالة الجامعة" ذات مكانة هامشية في معظم المؤسسات، وأن المؤسسات الحكومية تتشابه في عدم استقلالها المالي والإداري فضلا عن عدم استقلال في بعض النواحي الأكاديمية كاختيار الطلاب والأساتذة والبرامج في عدد من البلدان، وبحكامة تفتقر إلى المساءلة والشفافية والشراكات. وهناك مشكلات حكامة في الجامعات الخاصة. البحث المؤسسي غير معروف، في حين أن جميع الجامعات لديها خطط ما ولو أن هذه الخطط لم تنفذ في عدد من الحالات. الجامعات المدروسة أحادية التمويل عموما، ومواردها قليلة وكلفة الطالب منخفضة، ولو أن الجامعات الخاصة المدروسة في لبنان والمغرب ذات موارد كافية. أفضل عنصر في المؤسسة البناء ومرفقاته، لكن هناك أحيانا مشكلات اكتظاظ طلابي وانخفاض مستوى الخدمات وتبعثر المباني وقلة الصيانة وعدم ملاءمة التجهيزات والمختبرات والمكتبات. ثمة ثنائية في قبول الطلاب بين الإنسانيات والعلوم البحتة والتطبيقية لصالح هذه الأخيرة ويستتبع ذلك شروط أدنى في التعليم والتقييم في الإنسانيات. لا توجد معلومات كافية عن الإنتاجية العلمية لأفراد الهيئة التعليمية ما يعكس هامشية النشاط العلمي. الهيئة التعليمية كافية لكن هناك مشكلات جدية في الترقية وتقييم الأداء والتطوير المهني. المعطيات عن الطلاب شحيحة، في ما يتعلق بالاصطفاء والتدفق والتخرج والتنوع وفرص الدعم والإرشاد قليلة. ضمان الجودة في مصر حكومي، ولا ضمان جودة في المغرب ولبنان وإنما مبادرات واجتهادات، وبعض الجامعات الخاصة فيهما منخرطة في الحصول على ضمان جودة دولي. Quality Issues in Higher Education Institutions in Arab Countries: Synthesis Study Année de publication: 2014 Auteur: الأمين،عدنان Auteur institutionnel: Lebanese Association for Educational Studies (LAES) This synthesis study addresses outstanding issues and trends concerning quality in higher education institutions at the regional level. It is based on case studies from eleven higher education institutions in Lebanon, Egypt and Morocco and on the ten standards used in these studies.The study shows that "the mission of the university" has a marginal position in most institutions; that government institutions are similar in their lack of financial and administrative independence; that there is a lack of independence in some academic respects such as the selection of students, faculty and programs in a number of countries; and that governance is lacking accountability, transparency and partnerships. Indeed, there are governance problems in private universities. Institutional research is not evidently known while all universities have some relevant plans even though these plans have not been implemented in a number of cases.The universities that are under study are generally unilaterally funded, their resources are scarce and the cost per student is low, however; private universities that were subject to this study in Lebanon and Morocco have sufficient resources. The most satisfactory element of the institution is the buildings and annexes thereto.However, at times, there are problems in terms of student overpopulation, poor level of services, scattered buildings, lack of maintenance and inadequate equipment, laboratories and libraries. There is a duality in student admission between Humanities and the Physical and Applied Sciences disciplines in favor of the latter which causes lower conditions in the education and assessment of the Humanities discipline.There is not enough information about the scientific productivity of faculty members, which reflects the marginality of scientific activity. The number of faculty staff is sufficient but there are serious problems regarding their promotion, performance assessment and professional development. Data on students are scarce in terms of students’ selection, influx, graduation and diversity; and support and guidance opportunities remain scarce.Quality assurance in Egypt is a governmental responsibility and there is no such thing in Morocco and Lebanon instead there are some initiatives and attempts. Some private universities in Morocco and Lebanon are engaged in obtaining quality assurance from international bodies. 
Can Education Contribute to Peace? Année de publication: 2018 Auteur: Krishna Kumar Auteur institutionnel: Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) The paper questions the common assumption that education promotes peace. By referring to pedagogic routines and the political culture of nationalism, the paper indicates the nature of reforms education requires for contributing to peace. The basis of discussion is the author’s own study of the role played by school education, specifically through the teaching of history, in maintaining mutual hostility between India and Pakistan. The paper is divided into four sections.The first section summarizes conceptual issues raised by philosophers and educators in the context of schooling and peace. Section II introduces the author’s Indo-Pak study in relation to the challenges that nationalism, religion and culture place before education. Section III deals with regimentation as an integral aspect of modern schooling and its implications for the role expected from education in promoting peace.The final section discusses the demands and contradictions education faces under the increasing dominance of the human capital ideology. The paper concludes by highlighting the importance of humanist goals and processes in education for serving the cause of peace.

Ministry of Education Le présent sommaire découle de la politique énoncée dans le document Stratégie ontarienne en matière d’éducation internationale de la maternelle à la 12e année (Ministère de l’Éducation de l’Ontario, 2015). Il cible les connaissances actuelles sur les bonnes pratiques prometteuses dans le domaine de l’éducation dans un contexte mondial1 afin de proposer des stratégies pratiques visant à améliorer l’enseignement, l’apprentissage et la réussite. Le présent document s’adresse à tous les intervenants du secteur de l’éducation, c’est-à-dire les membres du milieu, les parents, les élèves, les leaders du système, les leaders scolaires et les éducateurs. Tous sont des agents de changement actifs qui appuient une stratégie d’éducation conçue dans le but d’intégrer les perspectives, les cultures et les expériences mondiales dans le curriculum et le milieu d’apprentissage. L’objectif consiste à permettre aux élèves d’acquérir les compétences dont ils auront besoin pour prospérer en tant que citoyens face à une mondialisation grandissante.L’analyse est présentée par thème. Pour souligner les raisons pour lesquelles l’éducation dans un contexte mondial est d’une importance cruciale pour les élèves de l’Ontario, nous commençons par présenter les contributions importantes que l’éducation dans un contexte mondial peut apporter au bien-être des individus et de la société dans son ensemble. Nous présentons ensuite une vue d’ensemble résumant différentes notions de « l’éducation dans un contexte mondial » et de « l’éducation à la citoyenneté mondiale », ainsi qu’un large éventail de notions secondaires qui se chevauchent.Ensuite, par une revue de la littérature internationale sur le sujet, nous présentons une série de défis et de possibilités concernant la mise en oeuvre de l’éducation dans un contexte mondial et énumérons des exemples pertinents de bonnes pratiques liées à la prestation de l’éducation dans un contexte mondial. Une autre section porte sur les bonnes pratiques en matière de renforcement des capacités et de leadership du système afin d’assurer une éducation dans un contexte mondial efficace. Ministry of Education This summary report flows from the policy outlined in Ontario’s Strategy for K–12 International Education (OME, 2015). The report highlights current knowledge about good and/or promising practices in global education1 in order to suggest practical strategies for improved teaching, learning, and achievement. The intended audience for this piece includes all education stakeholders – community members, parents, learners, system leaders, school leaders, and educators – as active agents of change in support of an education strategy designed to integrate global perspectives, cultures, and experiences in the curriculum and learning environment. The purpose is to enable students to develop the competencies they will need to thrive as citizens in an increasingly globalized world.The discussion is organized by theme. To underline why global education is critically important for Ontario learners, we begin by outlining the significant contributions global education can make to the well-being of individuals and society as a whole. We then provide an overview synthesizing different conceptualizations of “global education” and “global citizenship education”, as well as a broad range of their overlapping sub-concepts. Next, through a review of the international literature on the subject, we present a series of challenges and opportunities for implementing global education, and list pertinent examples of good practices associated with delivering global education. A further section focuses on good practice in building system capacity and leadership for effective global education. We conclude by identifying key messages and lessons learned.

Within this framework, UNESCO Santiago has its own instrument that allows delivering diagnosis and analysis in depth about the learning inequality within the region; the Thrid Regional Comparative and Explanatory Study, TERCE - carried out by the Latin American Laboratory for Assessment of the Quality of Education, LLECE, body bringing together 15 countries and coordinated by our Office. 
Climate change in the classroom: UNESCO course for secondary teachers on climate change education for sustainable development Année de publication: 2013 Auteur: David Selby | Fumiyo Kagawa Auteur institutionnel: UNESCO This course has been created with the goal of bringing climate change education outside the science classroom into the many other subject areas upon which climate change now has an impact, or will impact in the future, such as ethics, social studies, economics, political science, among others. The course materials are organized into four parts: 1. Course Framework and Overview, 2. Teachers’ Education Course daily materials, 3. Regional Resource Packs, 4. Daily Classroom Materials for teachers. These materials are all described in more detail and can be accessed from the Start Menu found on the following pages. This course is designed to enable teachers at the secondary level from diverse subject areas to introduce climate change education for sustainable development (CCESD) across the curriculum. UNESCO has identified the professional development of teachers in education for sustainable development as the top priority in recognition of the transformative role that teachers and teacher educators need to play in re-orienting education to help realize a sustainable future (UNESCO, 2005, p. 19). But good intentions for the professional development of teachers have fallen short in practice. Although taken up by enthusiasts, teacher education for sustainable development has rarely been mainstreamed, and, where there are courses, is often approached within a disciplinary as opposed to an interdisciplinary frame (Wals, A., 2009). If professional development in education for sustainable development is at an adolescent stage, teacher education in climate change education for sustainable development is in its infancy. For instance, according to a 2009 international comparative study on climate change education and sustainable development in ten countries, climate change education has peripheral status in educational research and practice, and when it is addressed it is only within science education (Læssøe,J. Schnack, K., Breiting, S. & Rolls, S., 2009). There is a clear and present need to respond to climate change challenges through systematic teacher education programmes that are not restricted to a single subject area. This teacher education course is an attempt to fill the current gap and is in line with one of UNESCO’s key objectives for climate change education for sustainable development, that is, to support teacher training on climate change for sustainable development (UNESCO, 2010, p. 9). The programme has four distinctive features: 1. It helps teachers to understand the causes, dynamics and impacts of climate change through a holistic approach. 2. Teachers are exposed to, and experience, a range of pedagogical approaches and techniques, that they can use in their own school environment. This includes engagement of themselves and their students in whole school and school-in-community approaches. 3. Teachers will develop their capacities to facilitate students’ community based learning. 4. Teachers will develop future-oriented and transformative capacities in facilitating climate change mitigation, adaptation, and disaster risk reduction learning. Ce cours est conçu pour permettre aux enseignants au niveau secondaire de domaines divers pour introduire l'éducation sur le changement climatique pour le développement durable (ECCDD) à travers le curriculum. L'UNESCO a identifié le développement professionnel des enseignants dans l'éducation pour le développement durable comme priorité absolue dans la reconnaissance du rôle transformateur que les enseignants et les formateurs d'enseignants doivent jouer dans l'éducation de réorientation pour aider à réaliser un avenir durable (UNESCO, 2005, p. 19 ). Mais les bonnes intentions pour le développement professionnel des enseignants sont tombés à court dans la pratique. Bien pris par les amateurs, la formation des enseignants pour le développement durable a rarement été intégré, et où il y a des cours, est souvent abordé dans une discipline, par opposition à un cadre interdisciplinaire (Wals, A., 2009). Si le développement professionnel en éducation pour le développement durable est à un stade adolescent, la formation des enseignants en éducation au changement climatique pour le développement durable est à ses débuts. Par exemple, selon une étude comparative internationale 2009 sur le changement climatique l'éducation et le développement durable dans dix pays, éducation au changement climatique a un statut périphérique dans la recherche et la pratique éducative, et quand elle est adressée, il est seulement dans l'enseignement des sciences (Laessoe, J. Schnack , K., Breiting, S. & Rolls, S., 2009). Il y a un besoin clair et présent pour répondre aux défis du changement climatique par le biais de programmes de formation des enseignants systématiques qui ne se limitent pas à une seule matière.
