2021 Study on the Monitoring Framework of GCED in South Korea Année de publication: 2021 Auteur: Hwanbo Park | Daehoon Jho | Kyunghee Park | Sungho Park | Jeongmin Eom Auteur institutionnel: APCEIU The purpose of this study is to establish a feasible monitoring system for the implementation of Global Citizenship Education (GCED) in South Korea that can both align itself with the global indicator (SDG 4.7.1) and reflect the domestic context and feasibility. To this end, the study continues to examine the extent to which GCED is mainstreamed in education policies in Korea by utilizing the monitoring tool developed by the aforementioned 2020 study. In so doing, it aims to build sustaining and robust data in the area of GCED policies with the consistent monitoring tool developed. Second, the study explores enabling aspects as well as gaps between policies or programmes and how GCED is implemented on the ground by schools and teachers. Through this analysis, the study draws implications for further refining of the developed monitoring system. Third, the study surveys and analyzes existing monitoring tools developed by other fields and the data accumulated through those existing tools to assess learners' knowledge acquisition, values, skills and attitudes relevant to global citizenship competences, In so doing, it explores possibilities and makes recommendations for effectively monitoring learners’ competences by utilizing and modifying existing tools as well as developing new ones.
2021 세계시민교육 국내 모니터링 체제 구축 연구 보고서 Année de publication: 2021 Auteur: 박환보 | 조대훈 | 박경희 | 박성호 | 엄정민 Auteur institutionnel: 유네스코 아시아태평양 국제이해교육원 유네스코 아태교육원은 세계시민교육의 국내 모니터링을 체계화하기 위한 노력의 일환으로 2018년의 기초연구를 시작으로 매년 꾸준히 글로벌 지표(SDG 4.7.1)에 부합하면서도 국내 맥락과 실효성이 반영된 국내용 모니터링 도구를 마련하고, 세계시민교육의 주류화 정도를 시범적으로 조사해왔다. 2021년도 연구는 2020년도 연구를 통해 확립된 지표체계를 기반으로 꾸준히 실시하는 시・도교육청의 세계시민교육 정책분야 분석과 함께 구체적인 정책 이행 사례를 보다 미시적으로 분석하였다. 이와 더불어, 세계시민교육을 통한 성취라는 측면에서 국내의 다양한 패널데이터를 활용하여 초중등학교 학생들의 세계시민성 수준을 분석하였다. 마지막으로 이러한 연구 결과를 토대로 국내 세계시민교육 이행 모니터링 지표의 정교화 및 모니터링 체제 구축에 필요한 시사점을 도출하였다.
청소년 미디어 이용 실태 및 대상별 정책대응방안 연구Ⅱ: 10대 청소년 Année de publication: 2021 Auteur: 배상률 | 이창호 | 김남두 Auteur institutionnel: 한국청소년정책연구원 본 연구의 목적은 10대 청소년들의 미디어 이용에 대한 심층 분석과 함께 청소년들의 디지털 시민성을 함양할 수 있는 증거기반의 정책방안을 도출하는 것이다. 총 3년간 진행되는 본 연구(2020년∼2022년)는 2020년도 1차 연도 연구에서는 미디어노출과 이용이 본격화되는 초등학생들의 미디어 이용 실태를 파악하였고 2021년도 2차 연도 연구에서는 SNS 사용이 활발하고 미디어를 통한 사회참여가 두드러지는 시기인 중고등학생과 학교 밖 청소년을 대상으로 미디어 이용 실태를 분석하였다. 2차 연구에서는 소셜리빙랩 연구 방법론을 적용하여, 부모들이 참여자로서의 실천적 경험을 공유하면서 청소년의 미디어 이용에 대한 이해를 주도적으로 재구성하고 확장할 수 있는 부모 교육의 기회를 만들어갈 수 있는 부모 참여형 미디어교육 프로그램 운영 방안 제시를 목표로 한다.본 저작물은 한국청소년정책연구원에서 2021년 작성하여 공공누리 제 4유형으로 개방한 ‘청소년 미디어 이용 실태 및 대상별 정책대응방안 연구Ⅱ: 10대 청소년(배상률, 이창호, 김남두)’ 을 이용하였으며 해당 저작물은 미리네 (www.miline.or.kr)에서 무료로 다운받으실 수 있습니다.

It focuses specifically on women and addressing the unique barriers to women’s meaningful participation in transitional justice processes as a result of gender-based discrimination.This publication reviews the current policy framework and assertions for women’s meaningful participation in transitional justice and highlights critical gaps between policy and practice. The research paper suggests a definition for women’s meaningful participation in transitional justice, as well as typologies of women stakeholders and roles that women play within transitional justice.

The Impact of the COVID-19 Pandemic on Education: International Evidence From the Responses to Educational Disruption Survey (REDS) Année de publication: 2022 Auteur: Sabine Meinck | Julian Fraillon | Rolf Strietholt Auteur institutionnel: UNESCO | International Association for the Evaluation of Educational Achievement (IEA) The COVID-19 pandemic disrupted education provision at an unprecedented scale, with education systems around the world being impacted by extended school closures and abrupt changes to normal school operations. The Responses to Educational Disruption Survey (REDS) investigated how teaching and learning were affected by the health crisis, and how education stakeholders responded to the educational disruption across and within countries. The study aimed to provide a systemic, multi-perspective, and comparative picture of the situation at the secondary education level (grade eight) in 11 countries spanning Africa, Asia, Arab region, Europe, and Latin America. While many other efforts exist that collect and provide similar information, they are mostly derived from non-representative rapid surveys and lack internationally comparable information from schools, collected in a systematic and scientific manner. The REDS International Report presents unique data, collected from countries, schools, teachers, and students for the first time, in chapters that cover several themes on which data were collected which include student and teacher well-being, students’ academic progress during the school closures, and the measures countries have implemented to keep all children learning. Initial findings provide evidence for better orienting and tailoring policy responses to crisis and provide invaluable information on what may be required to accelerate education, recover from crisis, and to strengthen the resilience of education systems in the future.
Flexible Strategies for Ensuring Quality Learning Outcomes in Education in Emergencies: NEQMAP 2021 Thematic Review Année de publication: 2021 Auteur: Pina Tarricone | Ian Teo | Kemran Mestan | Kris Sundarsagar | Ashtamurthy Killimangalam | Nordin Abd Razak Auteur institutionnel: UNESCO Bangkok The COVID-19 pandemic has interrupted schooling for students globally and challenged how policy-makers might respond and recover from this protracted emergency. In collaboration with NEQMAP, the GEM Centre has conducted a rapid review of policy and practice documents for 14 countries, and an online survey with policy-makers in 7 of them to identify the types of flexible learning strategies that were implemented over the course of this pandemic. An education in emergencies Policy Monitoring Framework was used both to guide the analysis of documents and survey data, and to provide the basis for reporting findings.
Leave No Child Behind: Global Report on Boys’ Disengagement From Education Année de publication: 2022 Auteur institutionnel: UNESCO The 2030 Agenda for Sustainable Development makes the promise to leave no one behind. While improving educational opportunities for girls globally continues to be of paramount importance to achieve gender equality in and through education, this focus on achieving gender parity and equality must not ignore boys. No less than 132 million boys of primary and secondary school age are out of school. To leave no child behind, UNESCO developed the first global report of this scope on boys’ disengagement from education, bringing together qualitative and quantitative evidence from over 140 countries. As this report shows, addressing boys’ disengagement from and disadvantage in education is not a zero-sum game. Supporting boys does not mean that girls lose out and vice versa. Addressing boys’ disengagement from and disadvantage in education not only benefits boys’ learning, employment opportunities, income and well-being, but it also benefits girls and the broader society.
2019년 국가수준 초·중학생 디지털 리터러시 수준 측정 연구 Année de publication: 2019 Auteur: 이현숙 | 김수환 | 이운지 | 김한성 Auteur institutionnel: 한국교육학술정보원 본 연구에서는 우리나라 학생들의 디지털 리터러시를 측정하기 위한 검사 도구를 개발하여 초등학교와 중학교 학생들의 디지털 리터러시 수준을 측정하 였다. 2019 디지털 리터러시 검사는 2018년에 개발된 디지털 리터러시 검사의 평가틀을 기본으로 하되, 2018년 본검사 분석 결과와 ICT 및 CT 요소에 관한 최신 이론적 동향을 반영하여 검사 문항 개선 작업을 수행하였으며, 2018년 시 행에서 사용한 웹기반 검사 시스템의 문제점을 개선하여 시스템의 안정성을 강화하였다. 또한 2018년도 검사와의 가교 문항을 바탕으로 검사 동등화 분석 을 실시하여 학생들의 디지털 리터러시 수준을 계열적으로 비교, 분석함으로써 우리나라 정보 교육의 현주소와 향후 발전 방향에 관한 시사점을 도출하였다. 본 저작물은 한국교육학술정보원 (KERIS)에서 2019년 작성하여 공공누리 제 4유형으로 개방한 ‘2019년 국가수준 초·중학생 디지털 리터러시 수준 측정 연구 (이현숙, 김수환, 이운지, 김한성)’를 이용하였으며 해당 저작물은 한국교육학술정보원 (www.keris.or.kr)에서 무료로 다운받으실 수 있습니다.
