Curriculum development and review for democratic citizenship and human rights education 발행 연도: 2015 저자: Felisa Tibbitts 단체 저자: Council of Europe Education for democratic citizenship and human rights education (EDC/HRE) are educational areas that contribute fundamentally to our ability to live together in communities, in countries and as neighbours across national borders. They also help to enable a flourishing global community. The wider aim of EDC/HRE is the establishment of sustainable and participative forms of democracy based on respect for human rights and good governance. As such, EDC/HRE is a public good and an ongoing investment for producing societies characterised by human rights principles such as non-discrimination, inclusion and participation, and the rule of law. The central purpose of this resource is to support the development of education policies and curricula in schools that support and promote young people’s participation in democratic life. As such, EDC/HRE is inevitably in an ongoing state of development and review. Ministry of Education Taking groups of students to the Auschwitz-Birkenau Memorial and Museum is a heavy responsibility, but it is a major contribution to citizenship if it fosters understanding of what Auschwitz stands for, particularly when the last survivors are at the end of their lives. This pack is designed for teachers wishing to organize student visits to authentic places of remembrance, and for the guides, academics and others who work every day with young people at Auschwitz. To avoid the risk of inappropriate reactions or the failure to benefit from a large investment in travel and accommodation, considerable preparation and discussion is necessary before the visit and serious reflection afterwards. This pack offers insights into the complexities of human behaviour so that students can have a better understanding of what it means to be a citizen. The young people who visit Auschwitz in the next few years will be witnesses of the last witnesses. Their generation will be the last to hear the survivors speaking on the spot. The Council of Europe, the Polish Ministry of Education and the Auschwitz-Birkenau Memorial and Museum are jointly sponsoring this project aimed at preventing crimes against humanity through Holocaust remembrance teaching. The first phase has been devoted to the development of a conceptual model of the competences which citizens require to participate effectively in a culture of democracy. This document describes the model and the methods that were used to develop it. The document is aimed at readers who wish to understand the underlying assumptions and technical details of the model. Phase two of the project will be devoted to the development of descriptors (i.e. statements or descriptions of what a person is able to do if they have mastered the various competences that are specified by the model), phase three to ascertaining whether it is possible to assign the descriptors to levels of proficiency, and phase four to the production of supporting documentation. This documentation will be addressed to educational practitioners and policy makers, and will provide a less technical description of the current competence model. It will also explain how the model and the descriptors can be used to assist curriculum design, pedagogical design and the development of new forms of assessment (for use in either selfassessment or assessment by others). All of the materials that are produced by the project will eventually be incorporated into a Council of Europe reference framework of competences for democratic culture. The manual consists of three parts. Part I outlines the basic principles of EDC/HRE as far as they are helpful and meaningful for the practitioner. Part II gives guidelines and tools to design, support and assess the students’ processes of constructivist and interactive learning. Part III provides toolboxes for teachers and students in EDC/HRE.
