Education: Still Searching for Utopia? (The UNESCO Courier no. 1, January-March 2018) Год публикации: 2018 Организация-автор: UNESCO At a time of heightened global tension, when human rights, freedom of speech, peace and the future of the planet itself may seem challenged as never before, the transformational power of education is of critical importance.In Learning: The Treasure Within, the landmark Report to UNESCO by the International Commission on Education for the Twenty-first Century in 1996, Jacques Delors, then Chairman of the Commission (1992 to 1996), spoke of education as “the necessary Utopia” and “an indispensable asset in its attempt to attain the ideals of peace, freedom and social justice.”Education was held up as neither miracle nor magic, but rather the best means to foster a climate where humanity would be improved −. and where the rich potential for learning, inherent in every individual, would be tapped. Our humanity is confronted with a very strange paradox: the world’s population has never been better educated, and yet, according to the UNESCO Institute for Statistics, 263 million children and young people are out of school, 617 million children and adolescents worldwide do not meet the minimum threshold for literacy and mathematics, at least 750 million adults are illiterate, and girls remain more likely than boys to never set foot in a classroom. Yet education is still called upon to address inequalities, poverty, terrorism and conflict. It is seen as one of the keys to global citizenship and sustainable development, two of UNESCO’s fields of action. The Organization is also mandated to lead the Education 2030 global agenda with a special focus on ensuring that no one is left behind. Under the title, “Education: Still searching for Utopia?”, the UNESCO Courier evaluates the state of global education and explores how it responds to some of the main challenges we face.

Our 195 Member States have adopted the CONNECTing the Dots Outcome Document, in which 38 options for future action from UNESCO are set out; and the Internet Universality principles (R.O.A.M.),which advocates for a Human-rights-based, Open and Accessible Internet, governed by Multi-stakeholder participation.Encryption is a hot topic in the current global discussion on Internet governance. This research delves into the subject, to outline a global overview of the various means of encryption, their availability and their potential applications in the media and communications landscape. The research explains how the deployment of encryption is affected by different areas of law and policy, and it offers detailed case studies of encryption in selected jurisdictions.It analyzes in-depth the role of encryption in the media and communications landscape, and the impact on different services, entities and end users. Built on this exploration and analysis, the research provides recommendations on encryption policy that are useful for various stakeholders. These include signaling the need to counter the lack of gender sensitivity in the current debate, and also highlighting ideas for enhancing “encryption literacy”.

Guidelines on Sustainability Science in Research and Education Год публикации: 2017 Организация-автор: UNESCO “Guidelines on Sustainability Science in Research and Education” is the main output of the international UNESCO project “Broadening the Application of the Sustainability Science Approach” initiated in October 2015 with the support of the Japanese Ministry of Education, Culture, Sports, Science and Technology (Japan/MEXT) to identify good practices and develop policy guidelines to help Member States harness the potential of sustainability science in their sustainable development strategies.This project aimed to help UNESCO Member States and other stakeholders introduce or reinforce a sustainability science approach into transdisciplinary research and education, to enable them to better respond to global challenges, through three symposia to foster dialogue and collaboration among experts and policy-makers. International Technical Guidance on Sexuality Education: An Evidence-Informed Approach for Schools, Teachers and Health Educators Год публикации: 2009 Организация-автор: UNESCO Based on a rigorous and current review of evidence on sexuality education programmes, this International Technical Guidance on Sexuality Education is aimed at education and health sector decision-makers and professionals. It has been produced to assist education, health and other relevant authorities in the development and implementation of school-based sexuality education programmes and materials. Volume I focuses on the rationale for sexuality education and provides sound technical advice on characteristics of effective programmes. A companion document, (Volume II ) focuses on the topics and learning objectives to be covered in a ‘basic minimum package’ on sexuality education for children and young people from 5 to 18+ years of age and includes a bibliography of useful resources. The International Technical Guidance is relevant not only to those countries most affected by HIV and AIDS, but also to those facing low prevalence and concentrated epidemics. Mientras que el nivel de instrucción de la población mundial ha alcanzado su más alto nivel histórico, todavía quedan en el mundo 263 millones de niños y adolescentes sin escolarizar y otros 617 millones no logran alcanzar un nivel mínimo de competencia en lectura, escritura y matemáticas. Además, hay 750 millones de adultos analfabetos y actualmente la posibilidad de que las niñas y las jóvenes no pisen jamás una escuela es mucho más alta que en el caso de los varones. [Summary] Re|shaping Cultural Policies: Advancing Creativity for Development; 2005 Convention Global Report, 2018: Summary Год публикации: 2017 Организация-автор: UNESCO The Global Report series has been designed to monitor the implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005). It also provides evidence of how this implementation process contributes to attaining the United Nations 2030 Sustainable Development Goals and targets.The 2018 Global Report analyses progress achieved in implementing the 2005 Convention since the first Global Report was published in 2015.Grounded in the analysis of the Quadrennial Periodic Reports submitted by Parties to the Convention and relevant new findings, this report examines how the 2005 Convention has inspired policy change at the global and country level in ten areas of monitoring. It puts forward a set of policy recommendations for the future, addressing the adaptation of cultural policies to rapid change in the digital environment, based on human rights and fundamental freedoms.When deployed together, the two editions of the Global Report are beginning to produce new and valuable evidence to inform cultural policy making and advance creativity for development.
