Metodología de evaluación del estadio de preparación: una herramienta de la Recomendación sobre la Ética de la Inteligencia Artificial Год публикации: 2023 Организация-автор: UNESCO En noviembre de 2021, los 193 Estados Miembros de la UNESCO aprobaron la Recomendación sobre la Ética de la Inteligencia Artificial, primer instrumento normativo mundial en este ámbito. Esta Recomendación constituye un marco completo y práctico para el desarrollo y el uso éticos de la IA, abarcando todo el espectro de los derechos humanos. Para ello, toma en cuenta todas las etapas del ciclo de vida de los sistemas de IA. Más allá de elaborar los valores y principios que deben guiar el diseño, desarrollo y uso ético de la inteligencia artificial, la recomendación establece las acciones requeridas por los Estados miembros para garantizar el cumplimiento de dichos valores y principios, a través de la promoción de una regulación efectiva y la provisión de recomendaciones en varias áreas políticas esenciales, como el género, el medio ambiente y la comunicación e información. Teniendo en cuenta estos valores, principios y ámbitos políticos, la Secretaría de la UNESCO elaboró un programa para la aplicación de la Recomendación, con el objetivo principal de crear capacidades nacionales para llevar a cabo las actuaciones definidas en la Recomendación y reforzar los marcos regulatorios. Las recomendaciones exigieron el desarrollo de las herramientas clave: la Metodología de Evaluación del Estadio de Preparación (RAM, por sus siglas en inglés) y la Evaluación de Impacto Ético (EIA, por sus siglas en inglés), que constituyen los pilares fundamentales de la implementación. Estas herramientas tienen como objeto evaluar y promover la resistencia de las leyes, las políticas y las instituciones existentes para a la aplicación de la IA en el país, así como la conformidad de los sistemas de inteligencia artificial con los valores y principios establecidos en la Recomendación. El presente documento tiene por objeto proporcionar más información acerca de la metodología de evaluación del estadio de preparación, exponer sus diversas dimensiones y detallar el plan de trabajo para los países implementadores, incluyendo el tipo de entidades que deben participar, las responsabilidades de cada una de ellas y la división del trabajo entre la UNESCO y el país ejecutante.
Méthode d’évaluation de l’état de préparation : un outil de la Recommandation sur l’éthique de l’intelligence artificielle Год публикации: 2023 Организация-автор: UNESCO En novembre 2021, les 193 États membres de l’UNESCO ont signé la Recommandation sur l’éthique de l’intelligence artificielle, premier instrument normatif de portée internationale consacré à cette question. La Recommandation établit un cadre opérationnel complet et fondé sur l’ensemble des droits de l’homme en vue du développement et de l’utilisation éthiques de l’IA. Elle accorde à cette fin une attention particulière à tous les stades du cycle de vie du système de l’IA. Au-delà de l'élaboration des valeurs et des principes qui devraient guider la conception, le développement et l'utilisation éthiques de l'IA, la Recommandation indique aux États membres les mesures à prendre pour garantir le respect de ces valeurs et principes en préconisant une réglementation efficace et en formulant des recommandations dans divers domaines stratégiques clés tels que le genre, l’environnement, la communication et l’information. Guidé par ces valeurs, principes et domaines stratégiques, le Secrétariat de l’UNESCO a conçu un programme de mise en œuvre de la Recommandation en s’attachant avant tout à renforcer les capacités nationales nécessaires pour donner suite aux mesures énoncées dans la Recommandation et renforcer les cadres réglementaires. Les Recommandation demande le développement de deux outils clés qui sont les principaux fondements sur lesquels repose la mise en œuvre : la méthode d’évaluation de l’état de préparation et l’évaluation de l’impact éthique. Ces outils visent tous deux à évaluer et à renforcer la résilience des lois, politiques et institutions en vigueur en vue de la mise en œuvre de l’IA dans le pays mais aussi à rendre les systèmes d’IA conformes aux valeurs et aux principes énoncés dans la Recommandation. Ce document a pour objet d’expliquer plus clairement la méthode d’évaluation de l’état de préparation, de présenter ses différentes dimensions et d’exposer en détail le plan de travail à l’intention des pays concernés, en précisant notamment le type d’entités appelées à intervenir, les responsabilités de chacune d’entre elles et le partage des tâches entre l’UNESCO et les pays participants.

While technological innovations like ChatGPT, DALL-E and Bard offer previously unimaginable gains in productivity, they also present concerns for the overall protection and promotion of human rights and for the safety of women and girls.The arrival of generative AI introduces new, unexplored questions: what are the companies’ policies and normative cultures that perpetuate technology-facilitated gender-based violence and harms? How do AI-based technologies facilitate gender-specific harassment and hate speech? What “prompt hacks” can lead to gendered disinformation, hate speech, harassment, and attacks? What measures can companies, governments, civil society organisations and independent researchers take to anticipate and mitigate these risks?A combination of measures are proposed to be put in place by generative AI companies and the technology companies that platform them, regulators and policy makers, by civil society organisations and independent researchers, as well as users.
UNESCO’s Recommendation on the Ethics of Artificial Intelligence: Key Facts Год публикации: 2023 Организация-автор: UNESCO This brochure is a summary of "Recommendation on the Ethics of Artificial Intelligence". The Recommendation addresses ethical issues related to the domain of Artificial Intelligence to the extent that they are within UNESCO’s mandate. With its unique mandate, UNESCO’s Social and Human Sciences Sector has led the international effort to ensure that science and technology develop with strong ethical guardrails for decades. AI technology brings major benefits in many areas, but without the ethical guardrails, it risks reproducing real world biases and discrimination, fueling divisions and threatening fundamental human rights and freedoms. The Recommendation establishes a set of values in line with the promotion and protection of human rights, human dignity, and environmental sustainability. It advances essential principles such as transparency, accountability, and the rule of law online. It also includes concrete policy chapters that call for better governance of data, gender equality, and important aspects of AI applications on education, culture, labour markets, the environment, communication and information, health and social well-being, and the economy. Unlike other international instruments, the Recommendation includes monitoring and evaluation chapters and means for implementation in the form of a Readiness Assessment and the Ethical Impact Assessment to ensure real change on the ground.

The protection of human rights and dignity is the cornerstone of this Recommendation. It is based on the advancement of fundamental principles such as transparency and fairness, and remembers the importance of human oversight of AI systems. However, what makes the Recommendation exceptionally applicable are its extensive Policy Action Areas, which allow policymakers to translate the core values and principles into action with respect to data governance, environment and ecosystems, gender, education and research, and health and social wellbeing, among many other spheres.

Elle considère l’éthique comme une base dynamique pour l’évaluation et l’orientation normatives des technologies de l’IA, en faisant de la dignité humaine, du bien-être et de la prévention des dommages des repères et en s’appuyant sur l’éthique des sciences et des technologies.
Empowering Minds: A Round Table on Generative AI and Education in Asia-Pacific Год публикации: 2023 Организация-автор: UNESCO Bangkok The emergence of generative AI, a recent groundbreaking artificial intelligence (AI) technology capable of producing sophisticated content from text and images to simulations and audiovisuals, has become a transformative force across multiple sectors. Popular applications like OpenAI’s ChatGPT and Anthropic’s Claude are prime examples of the rapidly expanding range of generative AI tools that are having an impact in education across the Asia-Pacific. These tools offer unprecedented opportunities for enabling personalized learning experiences at scale and expanding access to high-quality learning resources. However, as generative AI increasingly reshapes classrooms, critical questions remain unanswered, such as:- How can generative AI be ethically and responsibly integrated into educational settings?- What policies and safeguards are needed to address issues like misinformation, algorithmic bias and threats to academic integrity?- What challenges do Asia-Pacific countries face in harnessing generative AI in education, given the region’s unique context?- What are the strategies for Asia-Pacific countries to take up opportunities offered by generative AI, while mitigating the risks? In response to these questions and emerging challenges in the region, the UNESCO Regional Office in Bangkok (UNESCO Bangkok), in collaboration with The Southeast Asian Ministers of Education Organization (SEAMEO), organized the regional experts meeting on 7-9 November 2023 in Bangkok, Thailand. This hybrid meeting, titled ‘Empowering Minds: A Round Table on Generative AI and Education in Asia-Pacific’, explored the implications of generative AI for teacher training and development. It served as an important platform to leverage opportunities and mitigate risks of generative AI in education across the Asia-Pacific region.

This paper provides a warning of what is at stake for the preservation of historical truth in a digital era increasingly mediated by AI. It highlights five major concerns:1. AI automated content may invent facts about the Holocaust2. Falsifying historical evidence: Deepfake Technology3. AI models can be manipulated to spread hate speech4. Algorithmic bias can spread Holocaust denial5. Oversimplifying history While there are some benefits to be gained, such as enhanced engagement and interaction opportunities for learners, as well as more efficient data processing capabilities for researchers, to navigate these challenges and capitalize on the benefits, it’s essential for AI designers, policymakers, educators, and researchers to collaborate closely. Only AI systems equipped with robust safeguards and human rights assessments, coupled with an increased focus on developing digital literacy skills, can uphold the integrity of historical truth and ensure the responsible use of artificial intelligence.
