Lifelong Learning Opportunities for All: Medium-Term Strategy 2022–2029 出版年份: 2022 机构作者: UNESCO Institute for Lifelong Learning (UIL) The 2021 Futures of Education report calls for a new social contract for education, with recognition of an extended right to education throughout life. It represents an important restatement of the principles of UNESCO, and particularly its historic focus on our shared humanity, the universal right to education and its rich potential in addressing social, economic and political challenges. The need for a formal recognition of a universal entitlement to lifelong learning was also highlighted in the United Nations Secretary General’s Common Agenda report (also published in 2021) and is increasingly an avowed priority of the global development agenda for education, labour, human rights and sustainability. It is in this context that the UNESCO Institute for Lifelong Learning (UIL) advances its strategy for the next eight years. With this new Medium-Term Strategy (MTS), UIL aims to strike a balance between priorities rooted in the challenges faced by the global community and this new and emerging thinking about – and interest in – lifelong learning. The world must embrace lifelong learning if we are to build fairer societies and a sustainable world.

School closures have deepened pre-existing learning disparities, within and among countries, due to inequities in access to technology. This brief summarises research findings and provides actionable recommendations for how to equitably scale up digital learning and provide children and young people with the skills to improve their prospects and safeguard their well-being. It pinpoints solutions for education systems’ use of digital and blended learning anchored in a sound pedagogical approach and urges the G20 and other countries to overcome the barriers that limit the potential benefits of digital learning.

The research paper suggests a definition for women’s meaningful participation in transitional justice, as well as typologies of women stakeholders and roles that women play within transitional justice.

The resources listed have been selected in response to a survey of INEE members’ needs, and in acknowledgement of the diverse emergency contexts in which INEE members work. While this resource is aimed primarily at INEE members working at a national level, we hope it will be helpful to any organization or individual who advocates for—or wants to advocate for —EiE at a local, regional, or global level. It is by no means an exhaustive list, but it does provide extensive options, ideas, and inspiration for impactful, sustainable, advocacy that can help to ensure a quality, safe, andrelevant education for all who live in emergency and crisis contexts.

The guidelines take into account the different profiles of countries’ need and capacities, thus avoiding a one-size-fits-all approach. The document contains resources and pointers that can be combined and tailored to fit the particular context of each country. In all cases, UNESCO is expected to ensure that all the relevant information about SDG4-Education 2030 is properly disseminated in these guidelines. Field staff will adapt the guidelines provided here to the country they are serving to ensure that UNESCO plays its role as the leading United Nations agency in the field.
