The Council of Europe has published the general report of the 4th Annual Forum on History Education, entitled “Where learners meet history: reaffirming the role of history education in the 21st century”.
The Forum took place at the European Youth Centre in Budapest from 11 to 13 June 2025, bringing together representatives of public authorities, teachers, researchers, learners and civil society. Discussions focused on the role of history education in promoting democracy, human rights and the rule of law in contemporary societies.
Prepared by the General Rapporteur, Susanne Popp, the report presents the Forum’s key analyses, findings and recommendations. It addresses, in particular, issues related to the use of history, multiperspectivity, memory, as well as the impact of digital technologies and artificial intelligence on the teaching and learning of history.
This publication contributes to the ongoing work of the Council of Europe to strengthen history education as a cornerstone of democratic culture.
